360a181c18 Use aria-hidden when rendering SVG avatars
It looks like not all screen readers identify SVG images with empty aria
labels as a decorative image, as reported by the Axe accessibility
engine.

So we're using `aria-hidden` instead, since we don't want the text of
the SVG to be read by screen readers. We're using `aria-hidden` instead
of the `presentation` role for the reasons mentioned in commit
35659d441.

3b7948a139 Use a date field to select the date of birth
The default `date_select` used in fields presents an accessibility
issue, because in generates three select controls but only one label.
That means that there are two controls without a label.

So we're using a date field instead. This type is field is supported by
about 99% of the browsers, and we've already got JavaScript code
converting this field to a jQuery UI datepicker in case the browser
doesn't support date fields.

Note that, since we no longer need to parse the three date fields into
one, we can simplify the code in both the models and the tests.

Another slight improvement is that, previously, we couldn't restrict the
month and day controls in order to set the minimum date, so the maximum
selectable date was always the 31st of December of the year set by the
minimum age setting. As seen in the component test, now that we use only
one field, we can set a specific date as the maximum one.

6af8ddd324 Extract component to render the date of birth
We reduce code duplication thanks to that, and make it easier
to change this field.

Note that there was one place where the "16.years" value was
hardcoded. We're moving the test for this case to the
component and changing it so the test doesn't use the default
age.

We're also removing the redundant helper method that had the
same code as a method in the User class which is called
everywhere else.

16fc9998c4 Use labels in controls to add and select languages
The absence of labels in these controls made them hard to use,
particularly for people who use screen readers.

Note we're removing the "Choose language" prompt, since we always
automatically choose a language and not choosing a language doesn't
really make sense. The only scenario where the prompt was used took
place when all languages had been removed but, in that case, the "Choose
language" prompt was misleading because there were no languages to
choose from.

29df39b2fa Add an apply Rails/CompactBlank rubocop rule
In rubocop-rails 2.26.0, the Rails/CompactBlank rule was modified to handle
cases where select(&:present?) is used. After identifying three occurrences
in our code, we've decided to apply this rule as it encourages the use of the
more efficient and clearer method, compact_blank.

By using compact_blank, we improve code clarity and performance, as this method performs the same operation but in a more optimized way.

ee64efe659 Use the Do Not Track parameter in vimeo videos
With this parameter, Vimeo no longer uses cookies that identifies users
browsing our site.

They do still store some cookies, though; quoting from Vimeo player
parameters overview:

> When DNT is enabled, Vimeo deploys one essential cookie via the
> embeddable player:
> The __cf_bm cookie, which is part of Cloudflare's Bot Management
> service and helps mitigate risk associated with spam and bot traffic.

Not sure whether this counts as essential cookies in our case; they're
essential for Vimeo, but for us, they're third-party cookies, after all.

442156b1cc Don't use cookies when embedding youtube videos
When embedding a video in our site YouTube stores cookies in the user's
computer that aren't necessary to watch the video, so we'd have to make
people accept those cookies before letting them watch the video.

Using a URL that doesn't use cookies, like mentioned in YouTube Help
[1], is easier, though, and respects people's privacy without affecting
the user experience.

That I've found some references saying that youtube does store cookies
once you hit the "play" button even when using the nocookie server [2].
Not sure whether that's an old behavior or I'm doing something wrong,
but I don't see this is the case; even after playing the video, cookies
aren't stored on my browser.

cc8acdcc87 Make method name consistent in embedded video component
We were using `reg_exp` as the method name, when it returned
`VIMEO_REGEX` or `YOUTUBE_REGEX`.

So using `regex` as the method name is less confusing.

c367f21705 Add buttons to check all/none available languages
Although most Consul Democracy installations will only have a few
available languages using `config.i18n.available_locales`, there's a
chance some installation will keep every language as available and will
enable the desired ones using the admin interface. In these cases,
enabling (or disabling) every language would be tedious, particularly
when casually experimenting in a staging environment or while using the
official Consul Democracy demo.

So we're adding buttons to simplify the process. Since some
installations might have only a couple of available languages, and in
this case these buttons would be pretty much useless, we're only showing
them when there are many languages available.

647121d13e Allow different locales per tenant
Note that, currently, we take these settings from the database but we
don't provide a way to edit them through the admin interface, so the
locales must be manually introduced through a Rails console.

While we did consider using a comma-separated list, we're using spaces
in order to be consistent with the way we store the allowed content
types settings.

The `enabled_locales` nomenclature, which contrasts with
`available_locales`, is probably subconsciously based on similar
patterns like the one Nginx uses to enable sites.

Note that we aren't using `Setting.enabled_locales` in the globalize
initializer when setting the fallbacks. This means the following test
(which we could add to the shared globalizable examples) would fail:

The reason is that the code making this test pass could be:

However, this would make it impossible to run `rake db:migrate` on new
applications because the initializer would try to load the `Setting`
model but the `settings` table wouldn't exist at that point.

Besides, this is a really rare case that IMHO we don't need to support.
For this scenario, an installation would have to enable a locale, create
records with contents in that locale, then disable that locale and have
that locale as a fallback for a language where content for that record
wasn't created. If that happened, it would be solved by creating content
for that record in every enabled language.

35659d4419 Replace initialjs-rails with custom avatar code
The initialjs-rails gem hasn't been maintained for years, and it
currently requires `railties < 7.0`, meaning we can't upgrade to Rails 7
while we depend on it.

Since the code in the gem is simple, and we were already rewriting its
most complex part (generating a background color), we can implement the
same code, only we're using Ruby instead of JavaScript. This way, the
avatars will be shown on browsers without JavaScript as well. Since
we're adding a component test that checks SVG images are displayed even
without JavaScript, we no longer need the test that checked images were
displayed after AJAX requests.

Now the tests show the user experience better; people don't care about
the internal name used to select the initial (which is what we were
checking); they care about the initial actually displayed.

Note initialjs generated an <img> tag using a `src="data:image/svg+xml;`
attribute. We're generating an <svg> tag instead, because it's easier.
For this reason, we need to change the code slightly, giving the <svg>
tag the `img` role and using `aria-label` so its contents won't be read
aloud by screen readers. We could give it a `presentation` role instead
and forget about `aria-label`, but then screen readers would read the
text anyway (or, at least, some of them would).

9beb1608c4 Remove alt attribute in avatar images
These images are always displayed next to a username, meaning people
using screen readers were hearing the same username twice in a row.

Even though we're about to replace the initialjs gem, we're making this
change in case so we've got one more test and we can check everything
keeps working after replacing the gem.

1d955b7a20 Simplify using helper methods in components
The `use_helpers` method was added in ViewComponent 3.8.0, and it's
included by default in all components since version 3.11.0.

Note we sometimes delegated the `can?` method to the controller instead
of the helpers, for no particularly reason. We're unifying that code as
well.

e19c16d4e2 Indicate that links inside labels open in a new window
Most screen readers don't notify when a link is about to open in a new
window [1], so we're indicating it, like we were already doing in most
places with similar links.

We could also add a visual indicator, but since links inside labels
already have accessibility issues, giving more attention to these links
might make matters worse.

46f43236bb Extract component to render the "I agree" checkbox
IMHO the best solution would be to completely remove this checkbox on
forms that require registration. Other than the fact that people have
already agreed with these terms when registering (although I guess these
terms might have changed since then) and that approximately 0% of the
population will read the conditions every time they agree with them,
there's the fact that these links are inside a label and people might
accidentally click on them while trying to click on the label in order
to check the checkbox.

I guess the idea is that these conditions might have changed since the
moment people registered. In a fair world, checking "I agree" would have
no legal meaning because it's unreasonable to expect that people will
read these conditions every time they fill in a form, so whatever we're
trying to do here would be pointless.

But, since I'm not sure about the legal implications of removing this
field in a world where you have to inform people that websites requiring
identification use cookies, for now the field will stay where it is.

19bb08f7b8 Increase contrast in initialjs avatars
Not all the colors initialjs uses by default provide enough contrast
against a white text. The default initialjs colors are:

case and more contrast doesn't hurt):

fd5fa2da79 Refactoring: Move 'vote' action to Votes Controllers
As far as possible I think the code is clearer if we use CRUD actions
rather than custom actions. This will make it easier to add the action
to remove votes in the next commit.

Note that we are adding this line as we need to validate it that a vote
can be created on a debate by the current user:

```authorize! :create, Vote.new(voter: current_user, votable: @debate)```

We have done it this way and not with the following code as you might
expect, as this way two votes are created instead of one.

```load_and_authorize_resource through: :debate, through_association: :votes_for```

This line tries to load the resource @debate and through the association
"votes_for" it tries to create a new vote associated to that debate.
Therefore a vote is created when trying to authorise the resource and
then another one in the create action, when calling @debate.vote_by (which
is called by @debate.register_vote).

97aca0cf95 Add and apply rules for multi-line arrays
We were already applying these rules in most cases.

Note we aren't enabling the `MultilineArrayLineBreaks` rule because
we've got places with many elements whire it isn't clear whether
having one element per line would make the code more readable.

de13e789dd Add polygon geographies to Budgets' map
Note that in the budgets wizard test we now create district with no
associated geozone, so the text "all city" will appear in the districts
table too, meaning we can't use `within "section", text: "All city" do`
anymore since it would result in an ambiguous match.

Using a button for interactive elements is better, as explained in

Since buttons with "type=button" do nothing by default, we no longer
need to call `preventDefault()` when clicking it.

e75211125a Remove duplicate i18n text to remove marker
We had two different keys with the same text and were passing it as a
parameter. Since the text is the same in any case, we don't need a
parameter for it.

Note we are using the `proposals` i18n key instead of creating a new one
in a `shared` namespace one because creating a new key would mean that
we'd lose the already existing translations in Crowdin.

b9518d64e1 Use Rails methods to get map location input IDs
We were manually generating the IDs in order to pass them as data
attributes in the HTML in a component where we don't have access to the
form which has the inputs.

However, these data attributes only make sense when there's a form
present, so we can pass the form as a parameter and use it to get the
IDs.

We can now define a map as editable when there's an associated form,
which makes sense IMHO.

We were probably setting them separately to avoid having blank data
attributes in the HTML. However, when a data attribute is `nil`, Rails
doesn't write it in the HTML in the first place.
