5c7d87f763 Open admin links in the same window
In the admin section, when clicking on a link that leads to a page in
the public area, sometimes the page was opened in the same window and
sometimes it would open in a new window, with no clear criteria
regarding when either scenario would take place.

This was really confusing, so now we're more consistent and open
(almost) every link in the same window. The main reason behind it is
simple: if we add `target: _blank`, people who want to open those links
in the same window can no longer do so, so we're taking control away
from them. However, if we don't add this attribute, people can choose
whether to open the link on the same tab or to open it on a new one,
since all browsers implement a method to do so.

More reasons behind this decision can be found in "Opening Links in New
Browser Windows and Tabs" [1].

We're keeping some exceptions, though:

* Opening the link to edit an investment on the same tab would result in
  losing all the investment filters already applied when searching for
  investments, so until we implement a way to keep these filters, we're
  also opening the link to edit an investment in a new tab
* For now, we're also opening links to download files in a new window;
  we'll deal with this case in the future

Quoting usability experts Jakob Nielsen and Anna Kaley [1]:

> [Opening PDF files in new tabs] is problematic, because it assumes
> users will always do the exact same things with certain file formats,
> which isn’t always the case.

There are many examples of this situation. For example, some people
(myself included) configure their browser so it downloads PDF files
instead of opening them in the browser. In this situation, a new tab is
opened, a blank page is displayed, the file is downloaded, and then
either the tab is closed or the blank page needs to be manually closed.
The end result is really annoying.

Other situations include people who use a mobile phone browser, where
navigating through tabs is generally much harder than doing so on a
desktop browser.

But IMHO the most important point is: every browser already provides a
way to open "regular" links in a new tab, so people can choose what to
do, but if we decide to open the link in a new tab, we take control away
from them, and people who'd like to open the link in the same tab might
feel frustrated.

In these cases, the links either say "download" or include the word
"PDF", so people know in advance that they're going to download/open a
PDF file, and so we're giving them information and, by removing the
`target` attribute, we're giving them control over their browser so they
can choose what's convenient for them.

7c6134fdee Unify the way we display document information
We were displaying documents in five places, and in five different ways.
Sometimes with the metadata in parenthesis after the title, sometimes
with the metadata below the title, sometimes without metadata, sometimes
with an icon in front of the document, and sometimes with a separate
link to download the file.

So we're now displaying the same thing everywhere. Not sure whether this
is the best solution, but at least it's consistent.

We aren't unifying the way we display a list of documents, though, since
different sections look pretty different and I'm not sure whether the
same style would look well everywhere.

Note that we're renaming the `document` HTML class in the documents
table to `document-row` so the styles for the `document` class don't
apply here.

1e1d7996bb Simplify rendering document/image fields
We were adding <div> tags with the `images` or `documents` HTML class
prettly much every time we rendered a NestedComponent. We're now
including the HTML class inside the component, as we usually do.

We're also rendering the nested components directly, since it's been a
while since the partials were changed to simply render the components.

2093083d29 Remove <hr> tags in document fields
We aren't using <hr> tags on any forms containing fields to add/edit
documents, so using this in the dashboard actions form and the
legislation process form was inconsistent.

We were using a "Download file" link in one place, while in another
place we had an additional column where the name of the document was a
link to download it.

4435673ace Move admin index to a component
This way we make it easier to modify.

Note that, since the title of the page is "Administration" and it's in
the "Admin" section, we're adding an option to the `header` method in
order to avoid having a confusing title like "Administration - Admin".

Also note that, by removing the `title` HTML class, we avoid inheriting
styles from the `dashboard.scss` stylesheet, and now the heading is
displayed in the position it was meant to.

Finally, the concept of using a `main-class` for the current page comes
from a branch (currently in development) which will replace the <div>
tag with the `admin-content` class with a `main` tag.

8b13daad95 Add and apply rules for multi-line hashes
For the HashAlignment rule, we're using the default `key` style (keys
are aligned and values aren't) instead of the `table` style (both keys
and values are aligned) because, even if we used both in the
application, we used the `key` style a lot more. Furthermore, the
`table` style looks strange in places where there are both very long and
very short keys and sometimes we weren't even consistent with the
`table` style, aligning some keys without aligning other keys.

Ideally we could align hashes to "either key or table", so developers
can decide whether keeping the symmetry of the code is worth it in a
case-per-case basis, but Rubocop doesn't allow this option.

f100e01dd2 Use human_attribute_name in admin tables
To be consistent with the previous commit we update the text that appears
in the administration tables for discussions and proposals. Now instead of
"Proposals" and "Discussions" will appear "Title" which makes more sense
and is more consistent.

484e1da6d1 Remove duplicated keys
In the images.yml file we have a duplicate key with the same translation,
so we can remove it.

In the admin.yml file we have a duplicate key with different translation.

This translation is only used in 2 places in the application:
- In the administration table for collaborative legislation proposal index.
- In the <% provide :title do %> of the same page.

Although it is true that now the second translation (Title) is applied in
both cases, I think it makes more sense to use the first one (Proposals)
in the page title because it seems to make more sense and be more useful
to use "Proposals" instead of “Title”.

In order not to modify the behavior in the translation shown in the
administration table, we add human_attribute_name to obtain the expected
result.

to change both components, and the changes are easier to follow if
they're similar.

698fc753ba Fix invalid HTML in budget stats tables
The <th> elements should be inside <tr> elements.

Since we're changing this code, we're also adding <thead> and <tbody>
tags because that's what we usually do and it makes it easier to select
<tr> tags from either the table head or the table body using CSS or
JavaScript.

76b08398cf Extract component for balloting budget admin stats
We're also moving the tests, but we're keeping one system test in order
to test the controller and the navigation to get to this page.

Note we're slightly changing the order of the methods in the component;
the order of the instance variables was `user_`, `vote_`, `vote_`,
`user_`, which was hard to follow.

25435b0297 Make it possible to disable tenants
Note we could use `acts_as_paranoid` with the `without_default_scope`
option, but we aren't doing so because it isn't possible to consider
deleted records in uniqueness validations with the paranoia gem [1].
I've added tests for these cases so we don't accidentally add
`acts_as_paranoid` in the future.

Also note we're extracting a `RowComponent` because, when
enabling/disabling a tenant, we're also enabling/disabling the link
pointing to its URL, and so we need to update the URL column after the
AJAX call.

72704d7761 Use separate actions to enable/disable budget phases
This is consistent with the way we use separate actions to hide and
restore records, which is similar to enabling and disabling a record. We
might do something similar with the `toggle_selection` actions in the
future. For now, we're only doing it with budget phases because we're
going to add a similar switch control to hide and restore tenants.

We're also making these actions idempotent, so sending many requests to
the same action will get the same result, which wasn't the case with the
`toggle` action. Although it's a low probability case, the `toggle`
action could result in disabling a phase when trying to enable it if
someone else has enabled it between the time the page loaded and the
time the admin clicked on the "enable" button.

a71f4d87f8 Add an interface to manage tenants
Note we aren't allowing to delete a tenant because it would delete all
its data, so this action is a very dangerous one. We might need to add a
warning when creating a tenant, indicating the tenant cannot be
destroyed. We can also add an action to delete a tenant which forces the
admin to write the name of the tenant before deleting it and with a big
warning about the danger of this operation.

For now, we're letting administrators of the "main" (default) tenant to
create other tenants. However, we're only allowing to manage tenants
when the multitenancy configuration option is enabled. This way the
interface won't get in the way on single-tenant applications.

We've thought about creating a new role to manage tenants or a new URL
out of the admin area. We aren't doing so for simplicity purposes and
because we want to keep CONSUL working the same way it has for
single-tenant installations, but we might change it in the future.
There's also the fact that by default we create one user with a known
password, and if by default we create a new role and a new user to
handle tenants, the chances of people forgetting to change the password
of one of these users increases dramatically, particularly if they
aren't using multitenancy.

245594f32b Don't allow to modify answer's images for started polls
Note that the `create` action doesn't create an image but updates an
answer instead. We're removing the references to `:create` in the
abilities since it isn't used.

In the future we might change the form to add an image to an answer
because it's been broken for ages since it shows all the attached
images.

8a26954bc5 Don't allow to modify questions for started polls
Adding, modifiying, and/or deleting questions for an already started
poll is far away from being democratic and can lead to unwanted side
effects like missing votes in the results or stats.

So, from now on, only modifiying questions will be possible only if
the poll has not started yet.

4c8be42ea1 Simplify new question form
In this form, the only case where `poll` might be present without
`question.poll` being present to is going to be the `new` action. We can
assign the poll in the `new` action and get rid of the `poll` variable
in the form.

5a0fde4048 Allow selecting the time when a poll starts/ends
We were already saving it as a time, but we didn't offer an interface to
select the time due to lack of decent browser support for this field
back when this feature was added.

However, nowadays all major browsers support this field type and, at the
time of writing, at least 86.5% of the browsers support it [1]. This
percentage could be much higher, since support in 11.25% of the browsers
is unknown.

Note we still need to support the case where this field isn't supported,
and so we offer a fallback and on the server side we don't assume we're
always getting a time. We're doing a strange hack so we set the field
type to text before changing its value; otherwise old Firefox browsers
crashed.

Also note that, until now, we were storing end dates in the database as
a date with 00:00 as its time, but we were considering the poll to be
open until 23:59 that day. So, in order to keep backwards compatibility,
we're adding a task to update the dates of existing polls so we get the
same behavior we had until now.

This also means budget polls are now created so they end at the
beginning of the day when the balloting phase ends. This is consistent
with the dates we display in the budget phases table.

Finally, there's one test where we're using `beginning_of_minute` when
creating a poll. That's because Chrome provides an interface to enter a
time in a `%H:%M` format when the "seconds" value of the provided time
is zero. However, when the "seconds" value isn't zero, Chrome provides
an interface to enter a time in a `%H:%M:%S` format. Since Capybara
doesn't enter the seconds when using `fill_in` with a time, the test
failed when Capybara tried to enter a time in the `%H:%M` format when
Chrome expected a time in the `%H:%M:%S` format.

To solve this last point, an alternative would be to manually provide
the format when using `fill_in` so it includes the seconds.

67d13d2899 Show the time when a poll starts and ends
This is consistent with the way we show the duration of a budget and its
phases. Since budgets are the section with the most recent changes in
the admin area, we're using it as a reference.

Note that, unlike budgets (which are shown to finish at the beginning of
their ending day), a poll has always been considered to finish at the
end of their ending day, so we're showing it this way.

We're also solving a minor usability issue. While it's pretty intuitive
that a poll starting on a certain date will start at the beginning of
the day, a poll ending on a certain date isn't clear about when it
finishes exactly: is it at the beginning of the day, or at the end of
the day?

So now we're making this point clear.

86ff4eeff9 Add consistency to back_links
In some cases (e.g. after editing or creating a resource
with errors) the default back_link did not redirect to the
expected page.

Now we force the back_links to the index pages, so we
always get the desired redirect.

24276a201e Remove useless answers show view
Until now, in order to edit an answer, we had to click on its title on
the table and then on the "Edit answer" link.

That was tedious and different from what we usually do in the admin
section. Furthermore, the code for the answers table was written twice
and when we modified it we forgot to update the one in the `show`
action, meaning the table here provided less information than the
information present in the answers tables.

We might change the style of this caption or remove it completely in the
future. In the meantime, we use the right HTML tag for the task to give
information regarding what the table is about, and that tag is
`<caption>`.

bdf4d6a79c Do not use the wizard component when edit phases
Currently we were using the wizard component to edit a
phase when we were no longer in the wizard.

This was a bit strange, as it took us out of the context
and showed us information such as the
CreationTimelineComponent or the HelpComponent
that is meant for when navigating the Wizard.

e637bce3d8 Fix error messages for question answer images
Since we were creating a new answer in the form, we weren't getting the
errors associated to the answer the administrator was trying to create,
and so we were skipping the test.

Using the answer which contains the information about validation errors
fixes the issue and so we don't have to skip the tests.
