5c2ca27df1 Update Globalize monkey-patch to forward kw args
This method changed in Globalize version 6.0.1 [1], which we're using since
commit 6072372c9d.

We were getting a deprecation warning in Ruby 2.7:

```
config/initializers/globalize.rb:8: warning: Using the last argument as
keyword parameters is deprecated; maybe ** should be added to the call
```

So we're using the `(...)` arguments syntax to make it compatible with
Ruby 3.0, just like Globalize does when using Ruby 2.7.

As we do with `ActiveRecord::NotFound` exceptions. Otherwise, we
can quickly flood the third-party application in charge of tracking

e38b860374 Use the right tenant after Devise redirections
This is something we had read about a long time ago, but didn't find how
to reproduce the issue until now.

As mentioned in the Apartment documentation:

> it's important to consider that you may want to maintain the
> "selected" tenant through different parts of the Rack application

58c9e8462d Only seed tenants when necessary in tests
On my machine, seeding a tenant takes about one second, so skipping this
action when it isn't necessary makes tests creating tenants faster
(although creating a tenant still takes about 3-4 seconds on my
machine).

5983006657 Use a custom method to detect the current tenant
The subdomain elevator we were using, which is included in apartment,
didn't work on hosts already including a subdomain (like
demo.consul.dev, for instance). In those cases, we would manually add
the subdomain to the list of excluded subdomains. Since these subdomains
will be different for different CONSUL installations, it meant each
installation had to customize the code. Furthermore, existing
installations using subdomains would stop working.

So we're using a custom method to find the current tenant, based on the
host defined in `default_url_options`.

In order to avoid any side-effects on single-tenant applications, we're
adding a new configuration option to enable multitenancy

We're enabling two ways to handle this configuration option:

a) Change the application_custom.rb file, which is under version control
b) Change the secrets.yml file, which is not under version control

This way people prefering to handle configuration options through
version control can do so, while people who prefer handling
configuration options through te secrets.yml file can do so as well.

We're also disabling the super-annoying warnings mentioning there are no
tenants which we got every time we run migrations on single-tenant
applications. These messages will only be enabled when the multitenancy
feature is enabled too. For this reason, we're also disabling the
multitenancy feature in the development environment by default.

c483c6036a Install extensions in a shared schema
This way all tenants will be able to access them instead of just the
default one.

The apartment gem recommends using a rake task instead of a migration,
but that's a solution which is primarily meant for new installations.
Migrations are easier to execute on existing installations.

However, since this migration doesn't affect the `schema.rb` file, we
still need to make sure the shared schema is created in tasks which do
not execute migrations, like `db:schema:load` or `db:test:prepare`, just
like the apartment gem recommends. That's why we're enhancing these
tasks so they execute this migration.

Note that there might be cases where the database user isn't a superuser
(as it's usually the case on production environments), meaning commands
to create, alter or drop extensions will fail. There's also the case
where users don't have permissions to create schemas, which is needed in
order to create the shared extensions schema and the schemas used by the
tenants. For these reasons, we're minimizing the number of commands, and
so we only alter or create extensions when it is really necessary.

When users don't have permission, we aren't running the commands but
showing a warning with the steps needed to run the migration manually.
This is only necessary on installations which are going to use
multitenancy; single-tenant applications upgrading don't need to run
this migration, and that's why we aren't raising exceptions when we
can't run it.

For new installations, we'll change the CONSUL installer so extensions
are automatically created in the shared schema.

Also note the plpgsql extension is not handled here. This is a special
extension which must be installed on the pg_catalog schema, which is
always in the search path and so is shared by all tenants.

Finally, we also need to change the `database.yml` file in order to
search for shared extensions while running migrations or model tests,
since none of our enabled extensions are executed during migrations;
we're also adding a rake task for existing installations. Quoting the
apartment documentation:

> your database.yml file must mimic what you've set for your default and
> persistent schemas in Apartment. When you run migrations with Rails,
> it won't know about the extensions schema because Apartment isn't
> injected into the default connection, it's done on a per-request
> basis.

24276a201e Remove useless answers show view
Until now, in order to edit an answer, we had to click on its title on
the table and then on the "Edit answer" link.

That was tedious and different from what we usually do in the admin
section. Furthermore, the code for the answers table was written twice
and when we modified it we forgot to update the one in the `show`
action, meaning the table here provided less information than the
information present in the answers tables.

7fe2309762 Use Rails 6.0 defaults and overwrite them
We can remove the `new_framework_defaults_6_0` file by using Rails 6.0
default options and overwriting the ones we haven't enabled.

We're still using the classic autoloader because we still haven't
checked how switching to zeitwerk will affect the way CONSUL
installations customize their code.

And we're using the default queues for Active Storage because we were
already using them and that will be the default option in Rails 6.1.

1ea4988e52 Enable collection cache versioning
Similar to the way we enabled cache versioning in commit e01a94d7b. This
only affects caching `ActiveRecord::Relation` objects. I'm not even sure
we cache these objects, though, so we're just enabling the option
because it's the default one in Rails 6.0.

af1244654c Use MailDeliveryJob to send mail in the background
The default delivery job class in Rails 5.2 (ActionMailer::DeliveryJob)
is deprecated.

This option wasn't already enabled in order to ease the upgrade, since
after upgrading with Rails 6 `MailDeliveryJob`, it won't be possible to
downgrade to Rails 5.2 without risking some crashes in background jobs.

390a82ff8e Use Rails 6 attachments defaults in Active Storage
In Active Storage 5.2 there was an unexpected behavior: assigning a
collection appended records to the existing collection, instead of
replacing them as it's done in Active Record associations.

It doesn't really affect us, though, since we don't use
`has_many_attached` anywhere.

In order to prevent a warning:

55d4d3cd5c Enable cookies with metadata
This is the default encryption for cookies in Rails 6.0 applications.
The reason it isn't enabled automatically for existing applications is
these cookies are not compatible with running the application with Rails
5. Since this isn't our case, and existing cookies are still read
correctly, we can safely enable it.

7f7195ac0d Remove hidden UTF input in forms
This feature was kept in Rails mainly for Internet Explorer 8 and
earlier. But those browsers are now used by less than 0.1% of the
population, and we already display an alert for people using that
browser, warning we don't support it.

ffc14e499a Upgrade to Rails 6.0
All the code in the `bin/` and the `config/` folders has been generated
running `rake app:update`. The only exception is the code in
`config/application.rb` where we've excluded the engines that Rails 6.0
has added, since we don't use them.

There are a few changes in Active Storage which aren't compatible with
the code we were using until now.

Since the method to assign an attachment in ActiveStorage has changed
and is incompatible with the hack we used to allow assigning `nil`
attachments, and since ActiveStorage now supports assigning `nil`
attachments, we're removing the mentioned hack. This makes the
HasAttachment module redundant, so we're removing it.

Another change in ActiveStorage is files are no longer saved before
saving the `ActiveStorage::Attachment` record. This means we need to
manually upload the file when using direct uploads. We also have to
change the width and height validations we used for images; however,
doing so results in very complex code, and we currently have to write
that code for both images and site customization images.

So, for now, we're just uploading the file before checking its
dimensions. Not ideal, though. We might use active_storage_validations
in the future to fix this issue (when they support a proc/lambda, as
mentioned in commit 600f5c35e).

We also need to update a couple of tests due to a small change in
response headers. Now the content disposition returns something like:

```

So we're updating regular expression we use to check the filename.

Finally, Rails 6.0.1 changed the way the host is set in integration
tests [1] and so both `Capybara.app_host` and `Capybara.default_host`
were ignored when generating URLs in the relationable examples. The only
way I've found to make it work is to explicitely assign the host to the
integration session. Rails 6.1 will change this setup again, so maybe
then we can remove this hack.

c984e666ff Add new GraphQL types, schema (with fields) & base mutation
The current consul GraphQL API has two problems.

1) It uses some unnecessary complicated magic to automatically create
   the GraphQL types and querys using an `api.yml` file. This approach
   is over-engineered, complex and has no benefits. It's just harder to
   understand the code for people which are not familiar with the
   project (like me, lol).

2) It uses a deprecated DSL [1] that is soon going to be removed from
   `graphql-ruby` completely. We are already seeing deprecation warning
   because of this (see References).

There was one problem. I wanted to create the API so that it is fully
backwards compatible with the old one, BUT the old one uses field names
which are directly derived from the ruby code, which results in
snake_case field names - not the GraphQL way. When I'm using the
graphql-ruby Class-based syntax, it automatically creates the fields in
camelCase, which breaks backwards-compatibility.

So I've added deprecated snake_case field names to keep it
backwards-compatible.

b5a4609b56 Make it easier to customize validations
There are CONSUL installations where the validations CONSUL offers by
default don't make sense because they're using a different business
logic. Removing these validations in a custom model was hard, and that's
why in many cases modifying the original CONSUL models was an easier
solution.

Since modifying the original CONSUL models makes the code harder to
maintain, we're now providing a way to easily skip validations in a
custom model. For example, in order to skip the price presence
validation in the Budget::Heading model, we could write a model in
`app/models/custom/budget/heading.rb`:

```

In order to skip validation on translatable attributes (defined with
`validates_translation`), we have to use the
`skip_translation_validation` method; for example, to skip the proposal

We were getting a warning in Rails 6.0:

DEPRECATION WARNING: Class level methods will no longer inherit scoping
from `public_for_api` in Rails 6.1. To continue using the scoped
relation, pass it into the block directly. To instead access the full
set of models, as Rails 6.1 will, use
`ActsAsTaggableOn::Tag.default_scoped`.

2e863fdc51 Fix OR condition in public taggings
In SQL, conditions like:

```
tag_id IN (x) AND taggable_type='Debate' OR taggable_type='Proposal'
```

Don't work as intended; we need to write:

```
tag_id IN (x) AND (taggable_type='Debate' OR taggable_type='Proposal')
```

Due to this bug, we were returning taggings for proposals without
intending to do so.

Since the code was very hard to read, we're also simplifying it.

9f21c27bf1 Include DelayedJob errors in Errbit exceptions
The integration between Airbrake/Errbit and DelayedJob wasn't working
because we require our dependencies in alphabetic order, and so by the
time `airbrake` was required, `delayed_job` wasn't loaded.

So we're manually requiring the integration.

Note we're using `config.performance_stats = false` because enabling it
was causing a huge performance hit; pages were about 2-4 times slower
and some tests failed since requests took longer than Capybara's default
max wait time. Errbit also recommends disabling this option since
Errbit doesn't handle performance stats.

78811f5f4d Load SDG icons in SVG when available
SVG files are smaller than PNG files, can be compressed, and are
scalable.

We're choosing to render SVG files as images instead of inline because
inline SVGs aren't cached nor compressed, and they might appear several
times on the same page, making the generated HTML much larger.

We could also load them with an SVG sprite, using `<use>`, which would
reduce the number of HTTP requests when several icons are present on the
page (like in the index of most sections). However, using SVG inside an
`<img>` tag is universally supported, while the `<use>` tag doesn't
work in Internet Explorer when using an external URI and support in
Opera Mini and UC Browser is unknown.

be9c272ce4 Remove default Active Storage direct upload action
We're already using a custom controller to handle direct uploads.

Besides, as mentioned by one of Active Storage co-authors [1], the
Active Storage DirectUploadsController doesn't provide any
authentication or validation at all, meaning anyone could create blobs
in our database by posting to `/rails/active_storage/direct_uploads`.
The response there could be then used to upload any file (again, without
validation) to `/rails/active_storage/disk/`.

For now, we're monkey-patching the controllers in order to send
unauthorized responses, since we aren't using these routes. If we ever
enable direct uploads with Active Storage, we'll have to add some sort
of authentication.

Similar upload solutions like CKEditor don't have this issue since their
controllers inherit from `ApplicationController` (which includes
authorization rules), while Active Storage controllers inherit from
`ActionController::Base`.

4f4f8f6180 Supress warnings in Paperclip::UrlGenerator
We were getting hundreds of "warning: URI.escape is obsolete" messages.
So we're using `URI::DEFAULT_PARSER.escape` instead.

IMHO it's OK to add this monkey-patch because we're replacing Paperclip
with Active Storage, and when we finish with that we'll delete this
file.

a868a5ff35 Change Foundation text direction in RTL languages
This way, when the language is written form right-to-left, elements
using Foundation mixins/classes will float to the opposite direction as
they do in left-to-right languages. The same will apply to text
alignment.

To offer full support for RTL languages, we need to change every single
reference to `float: left`, `float: right`, `text-align: left`,
`text-align: right`, and possible adjust other properties like `left`,
`margin-left`, `padding-left` or `border-left`. In the meantime, we at
least partially support these languages.

Replacing `float` with `flex` when possible would also improve RTL
support.

ddc2b0bfe8 Disable invisible captcha spinner
The spinner was added in version 2.0.0, so by disabling it we're keeping
the behavior we've got in existing CONSUL installations.

The problem with the spinner is installations need to add a secret token
and share it across instances (when they've got more than one), and if
they don't, invisible captcha might report false positives.

I guess we could use `Rails.application.secrets.secret_key_base` as
secret token, but since we haven't tested this feature at all, it's
better to disable it for now.

85f13f9501 Use namespace as symbol in polymorphic_path calls
Our `namespace` helper returns a string. However, Rails version 5.2.4.6
doesn't allow strings as arguments to polymorphic_path [1]

Since returning a symbol in our `namespace` helper would break other
places in the application, we're converting it to a symbol in the
methods calling `polymorphic_path`.

9f394c6c61 Do not require Pronto when running the application
Pronto is an external tool which is use to check code conventions and is
not needed to run the application, just like rubocop or scss-lint.

Loading it caused a couple of issues. First, it loaded BetterHtml, and
we had to disable it in order to avoid crashes in the development
environment.

Second, it loaded ruby-progressbar, which loads the ProgressBar class,
which conflicts with our own ProgressBar class. This made the
application crash whenever the ProgressBar class was used.

c6a90b266d Use Pronto to check code conventions
This way developers can run the checks on their machines and using
`bundle exec` we guarantee the right versions of all our gems are being
used; with Hound we can only use the versions supported by their
service.

When including the pronto-erb_lint gem, we're getting errors in
development where our ERB does not follow the conventions Better HTML
expects. Since we only use Better HTML because ERB Lint depends on it,
and right now we are not ready to follow its conventions, we're
disabling it.

Note pronto depends on rugged, which requires CMake and pkg-config to
build the `libgit2` library it depends on. CMake and pkg-config are
installed by default in some GNU/Linux distributions like Ubuntu, but
might not be installed on other systems, so we're adding them as
development dependencies.

0d8119a1e3 Use social-share-button whatsapp icon
We were using a custom icon because in the past social-share-button
didn't have support for whatsapp. But now that it does, we can remove
our custom icon.

c66a5a30ef Allow using table actions in different namespaces
This way we can reuse it in sections like SDGManagement and URLs will be
automatically generated as expected.
