a6d470ded6 Setup the database before a visit in investments test
This way we avoid possible issues that might be caused by calling the

1dcfc38e41 Add missing expectations after refreshing the page
This way we know for sure the page has finished refreshing.

Note that, for now, we aren't adding a check after every call to the
`refresh` method because sometimes the page remains identical after
refreshing. Not sure what we should do in these cases.

533d2198ee Use refresh instead of visiting the current page
This way it's more obvious what's going on.

Note that, in this case, the expectations were **not** true before
visiting the page, so we aren't fixing a flaky test.

4102330abc Add labels to investments filters
Note that adding the labels broke the layout because the button was no
longer aligned with the fields, so we're now using a flex layout.

Since we're using labels, we no longer need a placeholder (which wasn't
very informative, by the way) in the text field.

fc5103881d Use a switch to toggle visibility to valuators
Using a checkbox wasn't very intuitive because checkboxes are
checked/unchecked when clicked on even if there's an error in the
request. Usually, when checkboxes appear on a form, they don't send any
information to the server unless we click a button to send the form.

So we're using a switch instead of a checkbox, like we did to
enable/disable phases in commit 46d8bc4f0.

Note that, since we've got two switches that match the default
`dom_id(record) .toggle-switch` selector, we need to find a way to
differentiate them. We're adding the `form_class` option for that.

Also note that we're now using a separate action and removing the
JavaScript in the `update` action which assumed that AJAX requests to
this action were always related to updating the `visible_to_valuators`
attribute.

76b0971b4a Simplify mark as visible to valuators tests
We were performing 3 requests in order to refresh the page and check the
content was still there. We can use `refresh` instead.

We're also reusing the `investment1` variable in every test, instead of
redifining it in one of them.

463112c2ea Use a switch to toggle investment selection
Just like it happened with proposals, the button to select/deselect an
investment wasn't very intuitive; for example, it wasn't obvious that
pressing a button saying "selected" would deselect the investment.

So we're using a switch control, like we do to enable/disable features
since commit fabe97e50.

Note that we're making the text of the switch smaller than in other
places because the text in the investments table it is also smaller
(we're using `font-size: inherit` for that purpose). That made the
button look weird because we were using rems instead of ems for the
width of the button, so we're adjusting that as well.

Also note we're changing the width of the switch to `6em` instead of
`6.25em` (which would be 100px if 1em is 16px). We're doing so because
we used 100 for the minimum width because it's a round number, so
now we're using another round number.

1b46afc95c Check different content in select investments test
Since we were checking something that was already there, if the form
were submitted using an AJAX request (which is the default with Turbo,
although we don't use it yet), there would be a chance that the request
didn't finish before the test does, leading to potential failures in the
next test.

This way we're also checking that the "Filter" button actually does
something when selecting the "Selected" filter.

7c6134fdee Unify the way we display document information
We were displaying documents in five places, and in five different ways.
Sometimes with the metadata in parenthesis after the title, sometimes
with the metadata below the title, sometimes without metadata, sometimes
with an icon in front of the document, and sometimes with a separate
link to download the file.

So we're now displaying the same thing everywhere. Not sure whether this
is the best solution, but at least it's consistent.

We aren't unifying the way we display a list of documents, though, since
different sections look pretty different and I'm not sure whether the
same style would look well everywhere.

Note that we're renaming the `document` HTML class in the documents
table to `document-row` so the styles for the `document` class don't
apply here.

cbda85c48d Add and apply Style/LineEndConcatenation rule
We were already using it in most places.

Note that enabling this rule means we've got to change a few lines in
order to follow the LineEndStringConcatenationIndentation rule. In the
link list tests, the easiest way to do so was to use heredoc instead,
which IMHO improves readability over the previous version.

8b13daad95 Add and apply rules for multi-line hashes
For the HashAlignment rule, we're using the default `key` style (keys
are aligned and values aren't) instead of the `table` style (both keys
and values are aligned) because, even if we used both in the
application, we used the `key` style a lot more. Furthermore, the
`table` style looks strange in places where there are both very long and
very short keys and sometimes we weren't even consistent with the
`table` style, aligning some keys without aligning other keys.

Ideally we could align hashes to "either key or table", so developers
can decide whether keeping the symmetry of the code is worth it in a
case-per-case basis, but Rubocop doesn't allow this option.

ffc14e499a Upgrade to Rails 6.0
All the code in the `bin/` and the `config/` folders has been generated
running `rake app:update`. The only exception is the code in
`config/application.rb` where we've excluded the engines that Rails 6.0
has added, since we don't use them.

There are a few changes in Active Storage which aren't compatible with
the code we were using until now.

Since the method to assign an attachment in ActiveStorage has changed
and is incompatible with the hack we used to allow assigning `nil`
attachments, and since ActiveStorage now supports assigning `nil`
attachments, we're removing the mentioned hack. This makes the
HasAttachment module redundant, so we're removing it.

Another change in ActiveStorage is files are no longer saved before
saving the `ActiveStorage::Attachment` record. This means we need to
manually upload the file when using direct uploads. We also have to
change the width and height validations we used for images; however,
doing so results in very complex code, and we currently have to write
that code for both images and site customization images.

So, for now, we're just uploading the file before checking its
dimensions. Not ideal, though. We might use active_storage_validations
in the future to fix this issue (when they support a proc/lambda, as
mentioned in commit 600f5c35e).

We also need to update a couple of tests due to a small change in
response headers. Now the content disposition returns something like:

```

So we're updating regular expression we use to check the filename.

Finally, Rails 6.0.1 changed the way the host is set in integration
tests [1] and so both `Capybara.app_host` and `Capybara.default_host`
were ignored when generating URLs in the relationable examples. The only
way I've found to make it work is to explicitely assign the host to the
integration session. Rails 6.1 will change this setup again, so maybe
then we can remove this hack.

6ddb22c1ea Enable test checking alert to finish valuation
It looks like it was disabled because it was failing sometimes for some
reason. I haven't found the reason, though; we're changing the test a
little bit to make it easier to read. Enabling it will let us find out
whether it still fails.

0a14337580 Disable calculating winners during balloting
Calculating winners before the balloting is over is useless (results
aren't published at that point) and can lead to the wrong results since
users are still voting and results might change.

And we were showing the button to calculate winners even when a budget
had finished. However, in this case the action to calculate winners did
nothing, which resulted in administrators seeing nothing happened after
pressing the button.

349dbb74d7 Move phases and actions out of the budget form
Having links in the middle of a form distracts users from the task of
filling in the form, and following a link before submitting the form
will mean whatever has been filled in is lost.

And the budgets form is already very long and hard to fill in. Having
the phases table in the middle of it made it even harder. And, since
we're planning to add the option to manage groups and headings from the
same page, it's better to have a dedicated page for the form.

65c9786db7 Apply Layout/RedundantLineBreak rule to short lines
We're not adding the rule because it would apply the current line length
rule of 110 characters per line. We still haven't decided whether we'll
keep that rule or make lines shorter so they're easier to read,
particularly when vertically splitting the editor window.

So, for now, I'm applying the rule to lines which are about 90
characters long.

88ad711330 Hide group name only on budgets with one group
In the form of creating a new investment was hiding the name of the
group if it had only one heading, but could be confusing to users if
there are, for example, five different groups of one heading.

The solution:

- If the budget has one group and one heading, the heading selector is
  hidden.
- If the budget has one group and more than one heading, the group name
  is hidden.
- If the budget has more than one group, the group name appears
  regardless of the number of headings.

74ca332989 Add expectations to check requests are complete
We want to make sure the request is finished after clicking a button and
before visiting a different page, so we need to check the page has
changed.

Usually this shouldn't be a problem because most of our forms are sent
with regular HTTP requests instead of AJAX ones, so the `visit` method
wouldn't be called before the request is finished.

However, we're experiencing problems with certain version of
Chromedriver, and in general it's a good practice because we might send
forms using AJAX/Turbolinks in the future.

a8c4676240 Simplify system tests re-fetching records
It's strange to create records without assigning them to a variable and
then query the database to fetch the very same records. Assigning them
to a variable makes the tests easier to understand.

Besides, this way we avoid querying the database after the browser has
started.

92ddcb7aef Use JavaScript in system tests by default
JavaScript is used by about 98% of web users, so by testing without it
enabled, we're only testing that the application works for a very
reduced number of users.

We proceeded this way in the past because CONSUL started using Rails 4.2
and truncating the database between JavaScript tests with database
cleaner, which made these tests terribly slow.

When we upgraded to Rails 5.1 and introduced system tests, we started
using database transactions in JavaScript tests, making these tests much
faster. So now we can use JavaScript tests everywhere without critically
slowing down our test suite.

9cfcbf2f3b Use visible texts in tests
Content like lowercase letters with `text-transform: uppercase` or
spaces after elements with `display: block` or "You're on page:" are not
seen that way by users with a browser supporting CSS.

So we're testing what most users actually experience.

1bd9992890 Use JavaScripts in tests opening new windows
IMHO opening new windows is a usability issue which has been known for
twenty years since it takes control away from the user and breaks the
"back button", but for now we're keeping the same behavior as we already
had, while slightly increasing the complexity of the tests (which is a
good indicator of a usability issue).

02981324ab Move exception tests to controller specs
System tests are used to test the application from the user's point of
view. To test for specific exceptions, particularly regarding
authorization permissions, controller tests fit better.

Another option would be to test the page displayed shows a certain text,
like "Internal server error". I'm choosing controller tests because
they're faster and we're basically testing the same scenario many times
and we've already got a test checking what happens when users access a
page raising an exception.

Using a button tag, it's possible for every user to "click" the element.
Besides, we don't need to call the `preventDefault` function, because
buttons with type "button" don't do anything by default.

01cfed8882 Hide checkbox when investments cannot be updated
We were allowing users to check/uncheck the "Visible to valuators"
checkbox even when the budget is finished and so the investments cannot
be edited. So users were still able to check/uncheck this attribute, but
the server was silently rejecting these changes.

We've considered removing the column in this case but decided to keep it
since users can already control which columns they'd like to display.

5332ae609e Filter investments only by assigned staff
In commit 74083df1 we added the possibility to assign administrators and
valuators to budgets, so they would only manage the budgets they're
assigned to.

However, when filtering projects, we were still showing all
administrators and valuators as options to filter investments. It makes
more sense to only show the valuators and administrators assigned to the
current budget.

Note this change only affects the view, and so malicious users could
technically send any other administrator or valuator ID. In this case,
they would get empty results since those administrators/valuators
wouldn't have any investments assigned, so taking this case into account
is not necessary.
