25435b0297 Make it possible to disable tenants
Note we could use `acts_as_paranoid` with the `without_default_scope`
option, but we aren't doing so because it isn't possible to consider
deleted records in uniqueness validations with the paranoia gem [1].
I've added tests for these cases so we don't accidentally add
`acts_as_paranoid` in the future.

Also note we're extracting a `RowComponent` because, when
enabling/disabling a tenant, we're also enabling/disabling the link
pointing to its URL, and so we need to update the URL column after the
AJAX call.

72704d7761 Use separate actions to enable/disable budget phases
This is consistent with the way we use separate actions to hide and
restore records, which is similar to enabling and disabling a record. We
might do something similar with the `toggle_selection` actions in the
future. For now, we're only doing it with budget phases because we're
going to add a similar switch control to hide and restore tenants.

We're also making these actions idempotent, so sending many requests to
the same action will get the same result, which wasn't the case with the
`toggle` action. Although it's a low probability case, the `toggle`
action could result in disabling a phase when trying to enable it if
someone else has enabled it between the time the page loaded and the
time the admin clicked on the "enable" button.

a71f4d87f8 Add an interface to manage tenants
Note we aren't allowing to delete a tenant because it would delete all
its data, so this action is a very dangerous one. We might need to add a
warning when creating a tenant, indicating the tenant cannot be
destroyed. We can also add an action to delete a tenant which forces the
admin to write the name of the tenant before deleting it and with a big
warning about the danger of this operation.

For now, we're letting administrators of the "main" (default) tenant to
create other tenants. However, we're only allowing to manage tenants
when the multitenancy configuration option is enabled. This way the
interface won't get in the way on single-tenant applications.

We've thought about creating a new role to manage tenants or a new URL
out of the admin area. We aren't doing so for simplicity purposes and
because we want to keep CONSUL working the same way it has for
single-tenant installations, but we might change it in the future.
There's also the fact that by default we create one user with a known
password, and if by default we create a new role and a new user to
handle tenants, the chances of people forgetting to change the password
of one of these users increases dramatically, particularly if they
aren't using multitenancy.

245594f32b Don't allow to modify answer's images for started polls
Note that the `create` action doesn't create an image but updates an
answer instead. We're removing the references to `:create` in the
abilities since it isn't used.

In the future we might change the form to add an image to an answer
because it's been broken for ages since it shows all the attached
images.

8a26954bc5 Don't allow to modify questions for started polls
Adding, modifiying, and/or deleting questions for an already started
poll is far away from being democratic and can lead to unwanted side
effects like missing votes in the results or stats.

So, from now on, only modifiying questions will be possible only if
the poll has not started yet.

4c8be42ea1 Simplify new question form
In this form, the only case where `poll` might be present without
`question.poll` being present to is going to be the `new` action. We can
assign the poll in the `new` action and get rid of the `poll` variable
in the form.

5a0fde4048 Allow selecting the time when a poll starts/ends
We were already saving it as a time, but we didn't offer an interface to
select the time due to lack of decent browser support for this field
back when this feature was added.

However, nowadays all major browsers support this field type and, at the
time of writing, at least 86.5% of the browsers support it [1]. This
percentage could be much higher, since support in 11.25% of the browsers
is unknown.

Note we still need to support the case where this field isn't supported,
and so we offer a fallback and on the server side we don't assume we're
always getting a time. We're doing a strange hack so we set the field
type to text before changing its value; otherwise old Firefox browsers
crashed.

Also note that, until now, we were storing end dates in the database as
a date with 00:00 as its time, but we were considering the poll to be
open until 23:59 that day. So, in order to keep backwards compatibility,
we're adding a task to update the dates of existing polls so we get the
same behavior we had until now.

This also means budget polls are now created so they end at the
beginning of the day when the balloting phase ends. This is consistent
with the dates we display in the budget phases table.

Finally, there's one test where we're using `beginning_of_minute` when
creating a poll. That's because Chrome provides an interface to enter a
time in a `%H:%M` format when the "seconds" value of the provided time
is zero. However, when the "seconds" value isn't zero, Chrome provides
an interface to enter a time in a `%H:%M:%S` format. Since Capybara
doesn't enter the seconds when using `fill_in` with a time, the test
failed when Capybara tried to enter a time in the `%H:%M` format when
Chrome expected a time in the `%H:%M:%S` format.

To solve this last point, an alternative would be to manually provide
the format when using `fill_in` so it includes the seconds.

67d13d2899 Show the time when a poll starts and ends
This is consistent with the way we show the duration of a budget and its
phases. Since budgets are the section with the most recent changes in
the admin area, we're using it as a reference.

Note that, unlike budgets (which are shown to finish at the beginning of
their ending day), a poll has always been considered to finish at the
end of their ending day, so we're showing it this way.

We're also solving a minor usability issue. While it's pretty intuitive
that a poll starting on a certain date will start at the beginning of
the day, a poll ending on a certain date isn't clear about when it
finishes exactly: is it at the beginning of the day, or at the end of
the day?

So now we're making this point clear.

86ff4eeff9 Add consistency to back_links
In some cases (e.g. after editing or creating a resource
with errors) the default back_link did not redirect to the
expected page.

Now we force the back_links to the index pages, so we
always get the desired redirect.

24276a201e Remove useless answers show view
Until now, in order to edit an answer, we had to click on its title on
the table and then on the "Edit answer" link.

That was tedious and different from what we usually do in the admin
section. Furthermore, the code for the answers table was written twice
and when we modified it we forgot to update the one in the `show`
action, meaning the table here provided less information than the
information present in the answers tables.

78ed5a8bfc Use caption instead of tr to label the answers table
We might change the style of this caption or remove it completely in the
future. In the meantime, we use the right HTML tag for the task to give
information regarding what the table is about, and that tag is
`<caption>`.

bdf4d6a79c Do not use the wizard component when edit phases
Currently we were using the wizard component to edit a
phase when we were no longer in the wizard.

This was a bit strange, as it took us out of the context
and showed us information such as the
CreationTimelineComponent or the HelpComponent
that is meant for when navigating the Wizard.

e637bce3d8 Fix error messages for question answer images
Since we were creating a new answer in the form, we weren't getting the
errors associated to the answer the administrator was trying to create,
and so we were skipping the test.

Using the answer which contains the information about validation errors
fixes the issue and so we don't have to skip the tests.

8e6df7f5d9 Use Active Storage to render custom images
Just like we did with regular attachments, we're moving the logic to
generate URLs out of the model.

Note we're changing the `image_path_for` helper method in order to
return a `polymorphic_path` because sometimes it's used in combination
with `favicon_link_tag`, and `favicon_link_tag` doesn't automatically
generate a polymorphic URL when given an `ActiveStorage::Attachment`
record.

091abfc944 Use Active Storage to render attachments
This way we fix a bug we mentioned in commit 930bb753c which caused
links to documents to be broken when editing their title because the
title was used to generate the URL of the document.

Note we're still using Paperclip to render cached attachments because
this is the only case where we store files with just Paperclip and not
Active Storage.

With Active Storage, we render attachments just like any other resource,
using `polymorphic_path`. Paperclip included the `url` method in the
model; since the model doesn't have access to the request parameters
(like the host), this was inconvenient because it wasn't possible to
generate absolute URLs with Paperclip.

In order to simplify the code and make it similar to the way we used
Paperclip, we're adding a `variant` method accepting the name of a
variant and returning the variant.

2b709f1a36 Groups and headings CRUD from budget view
Before, users needed to navigate to the list of groups in order to
add, edit or delete a group.

Also, they need to navigate to the list of groups first, and then to
the list of headings for that group in order to add, edit or delete a
heading.

Now, it's possible to do all these actions for any group or heading
from the participatory budget view to bring simplicity and to reduce
the number of clicks from a user perspective.

c8827f5c7f Hide max votable field on single heading budgets
IMHO selecting in how many headings it's possible to support investments
isn't necessary when there's only one option to choose from. It's
obvious that if there's only one heading, it will be impossible to
select investments from more than one heading.

46d8bc4f0e Use a switch to enable/disable budget phases
In the past it would have been confusing to add a way to directly
enable/disable a phase in the phases table because it was in the middle
of the form. So we would have had next to each other controls that don't
do anything until the form is sent and controls which modify the
database immediately. That's why we couldn't add the checkboxes we used
when using the wizard.

Now the phases aren't on the same page as the budget form, so we can
edit them independently. We're using a switch, so it's consistent with
the way we enable/disable features. We could have used checkboxes, but
with checkboxes, users expect they aren't changing anything until they
click on a button to send the form, so we'd have to add a button, and it
might be missed since we're going to add "buttons" for headings and
groups to this page which won't send a form but will be links.

Since we're changing the element with JavaScript after an AJAX call, we
need a way to find the button we're changing. The easiest way is adding
an ID attribute to all admin actions buttons/links.

349dbb74d7 Move phases and actions out of the budget form
Having links in the middle of a form distracts users from the task of
filling in the form, and following a link before submitting the form
will mean whatever has been filled in is lost.

And the budgets form is already very long and hard to fill in. Having
the phases table in the middle of it made it even harder. And, since
we're planning to add the option to manage groups and headings from the
same page, it's better to have a dedicated page for the form.

b81bdc778b Move budget actions out of the form
Since we aren't very consistent in the styles for submit buttons in the
admin section, it was possible to accidentally press the "Calculate
Winner Investments" link after filling in the form. This wouldn't submit
the form and so the changes wouldn't be saved.

It's also a bit confusing for users. After filling in a form, users
expect a submit button. When finding two buttons, they've got to stop to
think which one is the one they've got to press.

Furthermore, the "Calculate Winner Investments" link would work better
as a button instead of a link, for the reasons mentioned in commit
5311daadf. Since HTML forms can't be nested, that would mean treating
this button in a different way than the rest of the buttons in the
application.

Moving the link before the form solves the issue.

Since now we've got the budget actions before the budget form, we're
grouping these actions together with the "Preview" action. We're not
adding the "Publish budget" button as well to this group because it's
got an associated message.

b35c8bda4b Move form field partial to a component
This way it's easier to test; changing it will also be easier.

During my experiments I made a mistake which wasn't covered by the test
suite. We're adding a test for this case.

Note we're using `i18n_content` in the component instead of `content`
because there's already a `content` method provided by ViewComponent.

2ca5f5c815 Add ARIA label and description to settings fields
These fields have no label associated to them. While it's more or less
obvious for sighted users that these fields are associated with the
table cell next to them, visually impaired users might not get that
association when using the screen reader in forms mode.

Note we're using `aria-label` instead of `aria-labelledby`. IMHO in this
case `aria-labelledby` is the superior method because it guarantees the
text is present for both sighted and visually impaired users. However,
testing for fields with no label other than the one provided by
`aria-labelledby` is hard since Capybara has no support for this
attribute.

So we're using `aria-label` and testing the presence of the text on the
page (with the `within "tr", text:` statements) as well as the ARIA
label (with the `fill_in` statements).

ead5eac67f Update settings using an AJAX requests
Having to wait for a whole page refresh after updating each setting was
painful when modifying several settings.

Even though the navigation is updated immediately to reflect which
sections have been enabled/disabled, there's one gotcha. Changing the
"SDG" setting will not update the user menu (which contains a link to
SDG content) nor the "SDG Configuration" tab; refreshing the page will
be necessary to check these changes. The same happens with the map and
remote census tabs. So in these cases we're making an exception and
sending the form. We might find a better solution in the future.

For this reason, we aren't using the `switch` ARIA role. Some users
might not expect a switch control to refresh the page, just like they
usually don't expect checkboxes to refresh the page. Furthermore, screen
reader support for the `switch` role seems to be inconsistent. For
instance, NVDA with Chrome announces the control as a checkbox instead
of a switch.

Note AJAX is only used for feature settings. Other settings are still
updated with regular HTTP requests.

Since we're now using AJAX requests, we have to make sure to add an
expectation in the homepage tests in order to make sure the request has
finished before starting a new one.

fabe97e506 Use a switch control to enable/disable features
We were using buttons with the "Enable" and "Disable" texts to
enable/disable settings. However, when machine learning settings were
introduced in commit 4d27bbeba, a switch control was introduced to
enable/disable them.

In order to keep the interface consistent, we're now using switch
controls in other sections where settings are enabled/disabled. We can
even use the same code in the machine learning settings as well.

We're also removing the confirmation dialog to enable/disable a setting,
since the dialog is really annoying when changing several settings and
this action can be undone immediately. The only setting which might need
a confirmation is the "Skip user verification" one; we might add it in
the future. Removing the confirmation here doesn't make things worse,
though; the "Are you sure?" confirmation dialog was also pretty useless
and users would most likely blindly accept it.

Note Capybara doesn't support finding a button by its `aria-labelledby`
atrribute. Ideally we'd write `click_button "Participatory budgeting"`
instead of `click_button "Yes"`, since from the user's point of view the
"Yes" or "No" texts aren't button labels but indicators of the status of
the setting. This makes the code a little brittle since tests would pass
even if the element referenced by `aria-labelledby` didn't exist.

71aa651f6f Fix invalid HTML in admin settings page
There were duplicate IDs and the `lines` attribute doesn't do anything
for textareas (I guess it was accidentally used instead of the `rows`
attribute; I'm just removing it so the page looks the same way it did
until now).

Even though the `value` field didn't generate duplicate IDs, we're also
changing it because we usually set an element with the `dom_id` of a
record when it contains the whole information about a record, and not
just one piece of it. For instance, in some places we assign this ID to
the table row related to the record.
