f460d3bc31 Add and apply function-calculation-no-interpolation rule
This stylelint-scss rule is useful because we were inconsistent when
using calc(); sometimes we added interpolation to Sass variables, and
sometimes we didn't. The reason why we originally added interpolation
was that it was necessary until we migrated to Dart Sass in commit
d54971e53. Since then, we can omit the interpolation, which is also what
the Sass documentation recommends [1].

75b03791b1 Extract component to render an execution
Note that, in order to be consistent with the name of the component,
we're renaming the `budget-execution` class to
`budget-executions-investment`.

764d22f57a Use flex instead of an equalizer in executions
Just like we did in commits like f2e32b44b, a8537f7e1 and be9fc2265,
we're replacing a buggy JavaScript solution with one using just CSS.

Besides, we've had a failure in our test suite caused by an image not
being displayed on the page, with the message:

     expected to find visible css "img[alt='Second image']" but there were no matches.

```

The text "matched the selector but not all filters" means that the
element was present on the page but wasn't visible. One possible cause
is that the equalizer was adjusting the height of the element containing
the image before the image was loaded.

Note that, after these changes, all investments on the same row will
have the same height but, unlike with Foundation's equalizer,
investments on different rows might have different heights.

6df813fdb6 Use calc() where divisions are involved
The division operator `/` from Sass is deprecated because `/` is used in
CSS for uses other than dividing numbers. That's why we were getting
many warnings like:

Recommendation: math.div($line-height, 2) or calc($line-height / 2)

Since using math.div makes the code harder to read and `calc` is
universally supported by all browsers (although the implementation in
Internet Explorer doesn't work in certain cases), we're using `calc`
when assigning the value to a CSS property.

However, we're also using divisions when assigning Sass variables, and
in those cases using `calc` is trickier because sometimes these
variables are used in other operations. We'll handle these cases in the
next commit.

4fea839c54 Extract mixin to add a gap to a flexbox layout
This way we remove duplication and it'll be easier to add better support
for RTL languages.

In a few years this might not be necessary since support for the `gap`
property in a flexbox layout will improve. At the time of writing,
however, only 86.5% of the browsers support it [1].

614e6da92b Use a submit button in budget executions filters
As mentioned in commit 5214d89c8, there are several issues with
submitting a form when a `<select>` tag changes. In particular, keyboard
users might accidentally fire the event while browsing the options, and
screen reader users will find a form with no obvious way to submit it.

In this case, there's an extra problem: in commit be8a0dbe8 we added a
second `<select>` field to this form, which also submitted on change.
Sometimes users changed one of the values and wanted to change the other
value as well before submitting the form. However, it wasn't possible,
because we would submit it before they had a chance to change the second
value.

So now we don't submit the form on change and add a submit button. This
is similar to what we do in the "Advanced filters" we use in several
places.
