We removed the link to this page in commit 83e8d6035 because poll
questions don't really make sense without a poll.
However, this page also contained information about successful
proposals, which might be interesting so administrators don't have to
navigate to the public area in order to find and create questions based
on successful proposals.
So we're keeping the part about successful proposals and linking it from
the proposals part of the admin area.
Note we're using translation keys like `successful_proposals_tab`, which
don't make sense anymore, for the successful proposals. We're doing so
because we've already got translations for these keys and, if we renamed
them, we'd lose the existing translations and our translators would have
to add them again.
Also note we're changing one poll question test a little bit so we
create the question from a successful proposal using the new page. There
are other tests checking how to create a question from the
admin/proposals#show action and other tests checking what happens when
accessing a successful proposal in the admin section, so we don't lose
any test coverage by changing an existing test instead of adding a new
one.
Finally, note that we've removing the `search` method in poll question
because we no longer use it. This currently makes the
`author_visible_name` database column useless; we aren't removing it
right now because we don't want to risk a possible data loss in a patch
release (we're about to release version 2.3.1), but we might remove it
in the future.
This stylelint-scss rule is useful because we were inconsistent when
using calc(); sometimes we added interpolation to Sass variables, and
sometimes we didn't. The reason why we originally added interpolation
was that it was necessary until we migrated to Dart Sass in commit
d54971e53. Since then, we can omit the interpolation, which is also what
the Sass documentation recommends [1].

The interpolation of the rem-calc function made the code harder to read.
Besides, for new code we've already agreed upon using rem units instead
of `rem-calc`.
For instance, we had the following code:

Now, `2 * rem-calc(10)` is the same as `rem-calc(20)`, but we were using
`2 *` to make it clear that this value was related to the value of the
`margin-left` property, which was `rem-calc(10)`.
IMHO using `0.625rem` for the margin and `2 * 0.625rem` for the width
the code is easier to read because there are no interpolation and no
complex operations involved.
Note that adding the labels broke the layout because the button was no
longer aligned with the fields, so we're now using a flex layout.
Since we're using labels, we no longer need a placeholder (which wasn't
very informative, by the way) in the text field.
The `clear` class isn't needed since commit c9f31b8e1, when we moved
this button above the regular search fields.
We're also moving the `float` property to the CSS file.
Note: Since we update to 1.80.1 deprecation warnings are appear when execute the assets:precompile command.
In order to silence this deprecation, we add silence_deprecation option in sass.rb initializer.
The code has also been updated to remove the deprecation warnings that appeared related to the function
darken(), lighten() and "Using / for division" instead of the function calc().

We only want to render the account link and login items in the header.
And we want only render the Multitenancy and Administrators sections in
the admin sidebar.
We include the administrators management so it's possible to give
permissions to other users to manage tenants.
In order to restrict access to other sections by typing the URL or
following a link, we're only enabling the rest of the routes when we
aren't in the multitenancy management mode.
Just like it happened with proposals, the button to select/deselect an
investment wasn't very intuitive; for example, it wasn't obvious that
pressing a button saying "selected" would deselect the investment.
So we're using a switch control, like we do to enable/disable features
since commit fabe97e50.
Note that we're making the text of the switch smaller than in other
places because the text in the investments table it is also smaller
(we're using `font-size: inherit` for that purpose). That made the
button look weird because we were using rems instead of ems for the
width of the button, so we're adjusting that as well.
Also note we're changing the width of the switch to `6em` instead of
`6.25em` (which would be 100px if 1em is 16px). We're doing so because
we used 100 for the minimum width because it's a round number, so
now we're using another round number.
Since we define the `data-field` element, we can style each element
individually with CSS.
I'm not sure whether these styles make sense, though. For instance, why
is "Supports" aligned to the center, since it's a number? For now, we're
leaving it as it was.
We hadn't added this rule before because there was no such rule in
scss-lint. Instead, we were following it without a linter, and so we
unintentionally broke it sometimes.
But now we're using Stylelint, so we can add the rule and let the linter
check we're still following it.
This way we can simplify the view, particularly the form. However, we're
still adding some complexity to the form so inputs are inside labels and
so the collection is easier to style with CSS.
When the list of available languages becomes too large, having all of
them in one column makes it harder to select them.
What we're trying to do here is to have multiple columns, with each
column containing between 5 and 10 options, so they can all be easily
seen on the screen at the same time.
For that, there are mainly three options: a flex layout, a grid layout
or a multi-column layout.
Since languages are ordered (more or less) alphabetically, the natural
way to display them is showing the first few ones on the first column,
the following ones on the second column, and so on, as opposed to
displaying the first ones on the first row, the following ones on the
secord row, ... AFAIK this can't be accomplished using a flex layout.
I've tried to do so using a grid layout, and failed. The problem here is
that we don't know how many rows we're going to have.
So we're using a multi-column layout. I haven't found a way to guarantee
a minimum height for the content of each column, so in the end we're
using a hack with the `:has` pseudoclass. Note this pseudoclass is only
supported by about 92%-94% of the browsers (including the last few
versions of all major browsers); people using other browsers will still
see all the options on one column, just like people using small screens
do.
We're using different controls depending on the number of available
locales.
When there are only a few locales, the solution is obvious: radio
buttons to select the default language, and checkboxes to select the
available ones are simple and intuitive.
With many languages, showing two consecutive lists of 30 languages could
be confusing, though, particularly on small devices, where scrolling
through both lists could be hard.
So, in this case, we're rendering a <select> to choose the default
language. For selecting the available languages, however, we're sticking
to checkboxes because all the other existing options (like multiple
selects) are hard to use. We think it's OK because the form doesn't have
any additional fields, and there's only one big list of options to
scroll through.
While testing the application, we noticed that if we use the
`admin-fieldset-separator` styles when there's only one fieldset, it's
harder to notice that there's an additional field to select the default
language. So we're only using the `admin-fieldset-separator` styles when
all the fields are grouped in fieldsets.
Regarding the help text for the fieldset, if we leave the help text
outside the <legend> tag, people using screen readers won't hear about
this content. However, if we include it inside the <legend> tag, some
screen readers might read it every time they move to a different
checkbox (or radio button), which can be annoying. Since I don't think
these help messages are really essential, I'm leaving them out of the
<legend> tag. It's also easier to style them if they're outside the
<legend> tag.
Note we're using `display: table` for the labels, for the reasons
mentioned in commit 923c2a7ee.
Also note that, when there's only one available locale, this section is
useless. In this case, we aren't disabling it for now because there's a
chance people see it in the official Consul Democracy demo and then
wonder why it isn't available on their installation. We might disable it
in the future, though.
Using <h3> headings for the links had two disadvantages.
First, it was the wrong heading level to use, since there was no <h2>
tag before it.
Second, headings are supposed to be followed by content associated to
that heading; here, we had no content following the headings.
So we're using a list of links and giving it a heading. We're adding
styles so the page still looks like it used to, although these styles
are certainly asking for improvements.
We were using Foundation's accordion menu to open/close nested lists of
links. Unfortunately, Foundation's accordion makes it impossible to
access links in nested links using the keyboard [1] (note the issue is
closed, but in the latest version of Foundation, 6.8.1, it's still
present, and Foundation's development is mostly discontinued).
Furtheremore, it adds the `menuitem` role to links, but ARIA menus are
not ment for navigation but for application behavior and, since it
doesn't add the `menubar` or `menu` roles to the parent elements, it
results in accessibility issues for people using screen readers (also
reported by the Axe accessibility testing engine).
So we need to implement our own solution. We're using the most commonly
used pattern: a buttton with the `aria-expanded` attribute. And, for
people using browsers where JavaScript hasn't loaded, we're keeping the
submenus open at all times (just like we were doing until now), and
we're disabling the buttons (since they do nothing without JavaScript).
This might not be an ideal solution, but it's probably good enough, and
way better than what we had until now.
We've also considered using the <details> and <summary> elements instead
of using buttons to open/close items on the list. However, these
elements still present some accessibility issues [2], and the transition
between open and closed can't be animated unless we overwrite the
`click` event with JavaScript. The pattern of using these elements to
open/close a nested list of links isn't common either, and some people
using screen readers might get confused when entering/leaving the nested
list.
We tried other approaches to get the animation effect, all of them based
on adding `[aria-expanded="false"]:not([disabled]) + * { display: none;
}` to the CSS file.
Unfortunately, animation using CSS isn't feasible right now because
browsers can't animate a change form `height: 0` to `height: auto`.
There are some hacks like animating the `max-height` or the `flex-grow`
property, but the resulting animation is inconsistent. A perfect
animation can be done using the `grid-template-rows` property [3], but
it requires adding a grid container and only works in Firefox and recent
versions of Chrome and similar browsers.
Getting to a solution with JavaScript was also tricky. With the
following approach, `slideToggle()` opened the menu the first time, even
if it was already open (not sure why):

So, in the end, we're hiding the nested link lists with JavaScript
instead of CSS.

Note that we used to have the link to delete images inside the same
<form> tag as the button to update the image. However, using a button
means we're adding a new <form> tag for the action to delete the image.
This isn't valid HTML and, in some browsers, might result in the button
sending the request to the wrong URL.
As explained in commit 5311daadf, to avoid this, we'd need to replace
`button_to` with `button_tag` in the action in order to generate a
button without a form. Then, we could add either a `form` or a
`formaction` attribute to the button.
However, I thik it's easier to move the delete button outside the update
button <form> tag. On the minus side, since the buttons no longer share
a parent, they're harder to style. So we're using a mix of nested flex
layouts with one of the nested elements using a container unit as width.
Since we're at it, we're also improving the styles on small and medium
screens by making sure the "Update" button wraps before the "Delete"
button does (using a container query), by giving enough width to the
column containing this actions on small screens as well (removing
`small-12` and giving it two-thirds of the width on all screen sizes)
and by having a gap between elements.
Note that, at the time of writing, container queries are only supported
by about 91%-93% of the browsers, meaning that some administrators will
see all from controls displayed vertically, one on top of the other, on
all screen sizes. We think this is acceptable, and the page remains
fully functional in this case.
As mentioned in commits 5311daadf and bb958daf0, using links combined
with JavaScript to generate POST (or, in this case, DELETE) requests to
the server has a few issues.
In the previous commit, we used the `calc` function when assiging CSS
properties in order to avoid warnings like:

In cases like dividing by two, there's a third alternative: multiplying
by 0.5. We're applying this principle to all variable assignments where
we were using divisions, since using the `calc` function here would
sometimes result in errors due to these variables being used in
arithmetical operations. We aren't using `math.div` because it makes the
code harder to read.
The division operator `/` from Sass is deprecated because `/` is used in
CSS for uses other than dividing numbers. That's why we were getting
many warnings like:

Since using math.div makes the code harder to read and `calc` is
universally supported by all browsers (although the implementation in
Internet Explorer doesn't work in certain cases), we're using `calc`
when assigning the value to a CSS property.
However, we're also using divisions when assigning Sass variables, and
in those cases using `calc` is trickier because sometimes these
variables are used in other operations. We'll handle these cases in the
next commit.
Using the `document` or `documents` classes meant styles defined for the
public list of documents conflict with these ones.
So now we're using HTML classes that match the name of the Ruby
component classes, as we usually do.
This way we make it easier to modify.
Note that, since the title of the page is "Administration" and it's in
the "Admin" section, we're adding an option to the `header` method in
order to avoid having a confusing title like "Administration - Admin".
Also note that, by removing the `title` HTML class, we avoid inheriting
styles from the `dashboard.scss` stylesheet, and now the heading is
displayed in the position it was meant to.
Finally, the concept of using a `main-class` for the current page comes
from a branch (currently in development) which will replace the <div>
tag with the `admin-content` class with a `main` tag.
The Web Content Accessibility Guidelines version 2.1 added a success
criterion called Non-text Contrast [1], which mentions that the focus
indicator must contrast with the background, and version 2.2 introduced
a specific one regarding focus appearance [2]. According to that
criterion, the focus indicator:
* is at least as large as the area of a 2 CSS pixel thick perimeter of
the unfocused component or sub-component
* has a contrast ratio of at least 3:1 between the same pixels in the
focused and unfocused states.
Our current solution for highlighting elements on focus has a couple of
issues:
* It doesn't offer enough contrast against the default white background
(1.6:1)
* It offers even less contrast against other backgrounds, like the
homepage banner or the featured proposals/debates
Making the color of the outline darker would increase the contrast
against these backgrounds, but it would reduce the contrast against
other backgrounds like our default brand color.
For this reason, most modern browsers use a special double outline with
two different colors [3], and we're choosing to combine an outline and a
box shadow to emulate it, using the brand color as the second color.
However, this double-colored outline doesn't work so well when focusing
on dark buttons surrounded by a light background, so instead we're using
a triple outline, which works well on any color combination [4]. Since I
feel that making the third outline 2px wide makes the overall outline
too wide, I'm making the inner outline just 1px wide since that's enough
to prevent edge cases.
Note that Foundation adds a transition for the `box-shadow` property on
`select` controls, which gets in the way of the focus we use on the
language selector. So we're removing the transition.
Also note that the box-shadow style didn't work properly with the
box-shadow we added on the `:hover` status on cards, so we're changing
the code in order to cover this case.
Finally, note that the box-shadow isn't displayed properly on multiline
links (in Chrome, not even with `box-decoration-break: clone`), like the
ones in debates/proposals/polls/investments/processes titles, so we're
changing the style of these links to `inline-block`.

The `inverted-selection` rules defined in the `%brand-background`
selector weren't being applied because we were using this selector in
`::before` and `::after` pseudoelements. Not sure about the reason, but
it looks like the saturation of `::after::selection` pseudoelements
resulted in invalid selectors and so the inverted selection rules were
ignored for every selection using `%brand-background`, like
`%budget-header`.
Using `@include brand-background` instead of `@extend %brand-background`
in pseudoelements solves the issue. The inverted selection might not
work in these pseudoelements, but we don't need it there since these
pseudoelements don't have content.
Some institutions using CONSUL have expressed interest in this feature
since some of their tenants might already have their own domains.
We've considered many options for the user interface to select whether
we're using a subdomain or a domain, like having two separate fields,
using a check box, ... In the end we've chosen radio buttons because
they make it easier to follow a logical sequence: first you decide
whether you're introducing a domain or subdomain, and then you enter it.
We've also considered hiding this option and assuming "if it's got a
dot, it's a domain". However, this wouldn't work with nested subdomains
and it wouldn't work with domains which are simply machine names.
Note that a group of radio buttons (or check boxes) is difficult to
style when the text of the label might expand over more than one line
(as is the case here on small screens); in this case, most solutions
result in the second line of the label appearing immediately under the
radio button, instead of being aligned with the first line of the label.
That's why I've added a container for the input+label combination.
Until now, overwriting the styles for a certain tenant was a very
tedious task. For example, if we wanted to use a different brand color
for a tenant, we had to manually overwrite the styles for every element
using that color.
It isn't possible to use different SCSS variables per tenant unless we
generate a different stylesheet per tenant. However, doing so would make
the CSS compilation take way too long on installations with more than a
couple of tenants, and it wouldn't allow to get the colors dynamically
from the database, which we intend to support in the future.
So we're using CSS variables instead. These variables are supported by
97% of the browsers (as of October 2022), and for the other 3% of the
browsers we're using the default colors (SCSS variables) instead.
CSS variables have some limitations: for instance, it isn't possible to
use functions like `lighten`, `darken` or `scale-color` with CSS
variables, so the application might behave in a strange way when we use
these functions.
It also isn't possible to automatically get whether black or white text
makes a better contrast with a certain background color. To overcome
this limitation, we're providing variables ending with `-contrast`. For
instance, since the default `$brand` color is a dark one, when assigning
a light color to `--brand`, we probably want to assign
`--brand-contrast: #{$black}` as well, so the text is still readable.
This way we simplify the code a bit.
Note we're only using this function when variables for background colors
are already defined, since that means customizing the variable using the
background color will automatically change the color of the text.
Customization isn't easier when using raw colors.
We were defining (for instance) white text against the `$brand`
background. That meant that, if somebody customized the `$brand` color
so it used a light color, they had to customize the text color as well
in order to guarantee proper contrast between text and background
colors.
So we're using `color-pick-contrast` instead, which means we don't have
to manually calculate whether white or black will be the color which
makes the text more readable.
Add a help text on admin budget show page and improve text from Admin::Budgets::HelpComponent in order to
clarify its functionality when we are using the wizard.
Captions benefit blind screen reader users who navigate through tables,
particularly in this case because we potentially have several tables
with headings (one table per group), so when navigating through tables
it might be hard to know which group the headings belong to.
In this case they also benefit sighted users. Usability tests have shown
the "Groups and headings" section is a bit confusing, so adding a
caption like "Headings in Districts" helps clarifying Districts is a
group and the table refers to headings in that group.
The very same table is rendered in the "headings" step of the budget
creation wizard. However, in that case the information of the caption is
redundant because the page is specific for headings belonging to a
certain group. We're making the element invisible but still keeping it
for screen reader users in order to ease their navigation through
tables.
The problem of having actions next to the title is that, when there are
titles of very different lenghts, at certain resolutions some actions
will be next to their titles (because there'll be space for everything)
but some actions will be below their titles. This makes it hard for
people to follow where the actions are.
The buttons to create polls associated with a budget were too prominent,
appearing on the table as if they were as used as the link to manage
investments. Most CONSUL installations don't use physical booths, and
would probably wonder what that button is about.
We're moving it to a more discrete place, at the bottom of the budget
page. This way we can also split the action in two: on budgets not
having a poll, we display the button in a not-so-accessible position (at
the bottom of the page), since this button will only be used once per
budget at most. Once the poll has been created, it means this feature is
going to be used, so we display a link to manage ballots more
prominently at the top of the page. If the budget has finished the final
voting stage without creating a poll, we don't show either the link or
the button because this feature can no longer be used.
We're also adding some texts indicating what this feature is about,
since it's probably one of the least understood features in CONSUL
(probably because the interface is very confusing... but that's a
different story).
Since now from the budget page we can access every feature related to
the budget, we can remove the "preview" action from the budgets index
table, since this feature isn't that useful for budgets once they're
published.
Now the budgets table doesn't take as much space as it used to, although
it's still too wide to be handled properly on devices with a small
screen.
Since managing investments is a very common action, with this link
administrators won't have to go back to the index page to manage
investments; they can access it from either the budgets index page or
the budget page.
Since now the links we've got on the budget page are similar to the ones
we've got in the index page table, we're styling them in a similar way.
We're also fixing a small typo en the investments path; it works exactly
the same way as it used to, but passing `budget` instead of `budget_id:
budget.id` is shorter and more consistent with what we do in other
places.
Both the calculate winners and delete actions benefit from some kind of
hint.
The "calculate winners" hint informs administrators that results won't
be publicly available unless the "show results" option is enabled.
The delete action was redirecting with an error message when the budget
couldn't be deleted; IMHO it's better to disable it and inform
administrators why it's disabled. Alternatively we could remove the
button completely; however, users might be looking for a way to delete a
budget and wouldn't find any hint about it.
We're now removing the "Delete" action from the budgets index table,
since most of the time it isn't possible to delete a budget and so the
action takes up space and we get little gain in return. We could keep
the "Delete" icon just for budgets which can be deleted; however, the
alignment of the table rows would suffer, making it harder to find the
intended action.
Before, users needed to navigate to the list of groups in order to
add, edit or delete a group.
Also, they need to navigate to the list of groups first, and then to
the list of headings for that group in order to add, edit or delete a
heading.
Now, it's possible to do all these actions for any group or heading
from the participatory budget view to bring simplicity and to reduce
the number of clicks from a user perspective.

In the past it would have been confusing to add a way to directly
enable/disable a phase in the phases table because it was in the middle
of the form. So we would have had next to each other controls that don't
do anything until the form is sent and controls which modify the
database immediately. That's why we couldn't add the checkboxes we used
when using the wizard.
Now the phases aren't on the same page as the budget form, so we can
edit them independently. We're using a switch, so it's consistent with
the way we enable/disable features. We could have used checkboxes, but
with checkboxes, users expect they aren't changing anything until they
click on a button to send the form, so we'd have to add a button, and it
might be missed since we're going to add "buttons" for headings and
groups to this page which won't send a form but will be links.
Since we're changing the element with JavaScript after an AJAX call, we
need a way to find the button we're changing. The easiest way is adding
an ID attribute to all admin actions buttons/links.
Having links in the middle of a form distracts users from the task of
filling in the form, and following a link before submitting the form
will mean whatever has been filled in is lost.
And the budgets form is already very long and hard to fill in. Having
the phases table in the middle of it made it even harder. And, since
we're planning to add the option to manage groups and headings from the
same page, it's better to have a dedicated page for the form.
