c50452aec6 Add and apply Rails/EnumHash rubocop rule
In rubocop-rails 2.26.0, support was added for Rails 7 syntax in the
Rails/EnumHash rule. We took this opportunity to ensure consistency
by converting all enums to hash with integer values. This format minimizes
the risk of data consistency issues in the database when adding new values.

3d4f78a424 Add an apply Rails/EnumSyntax rubocop rule
This rule was added in rubocop-rails 2.26.0. Applying it allows
us to anticipate the deprecation of the current enum syntax
using keyword arguments, which is set to be removed in Rails
8.0, as mentioned in the rule's own documentation:

a1439d0790 Apply Layout/LineLength rubocop rule
Note we're excluding a few files:

* Configuration files that weren't generated by us
* Migration files that weren't generated by us
* The Gemfile, since it includes an important comment that must be on
  the same line as the gem declaration
* The Budget::Stats class, since the heading statistics are a mess and
  having shorter lines would require a lot of refactoring

8b13daad95 Add and apply rules for multi-line hashes
For the HashAlignment rule, we're using the default `key` style (keys
are aligned and values aren't) instead of the `table` style (both keys
and values are aligned) because, even if we used both in the
application, we used the `key` style a lot more. Furthermore, the
`table` style looks strange in places where there are both very long and
very short keys and sometimes we weren't even consistent with the
`table` style, aligning some keys without aligning other keys.

Ideally we could align hashes to "either key or table", so developers
can decide whether keeping the symmetry of the code is worth it in a
case-per-case basis, but Rubocop doesn't allow this option.

b911284b86 Update Style/RedundantFreeze rule for Ruby 3.0
In Ruby 3.0, Regexp and Range literals are frozen objects, and so we
don't need to freeze them.

ecde8c6439 Add lambda to the validations that use model constants
In this way when we need modify the constants model value in the
model/custom folder, adding lambda it will be possible load the new
values.

db97f9d08c Add and apply rubocop rules for empty lines
We were very inconsistent regarding these rules.

Personally I prefer no empty lines around blocks, clases, etc... as
recommended by the Ruby style guide [1], and they're the default values
in rubocop, so those are the settings I'm applying.

The exception is the `private` access modifier, since we were leaving
empty lines around it most of the time. That's the default rubocop rule
as well. Personally I don't have a strong preference about this one.

01a9ba4a87 Remove ProgressBar overrided translation class
Since Globalize gem update to v5.2.0 we cannot override translations
anymore in the same way that before the update. Milestone::Translation
class removed in this commit were no longer loaded correctly when
translation class is retrieved by translation_class method provided by
Globalize. Here is the diff between both gem versions:

This problem is not happening on test environment but is throwing an
exception in other environments as it has not loaded the delegation
definition inside our custom translation class.

To fix this we added a new class method inside globalizable model
concern to allow to define method delegation on translations classes from
parent globalizable classes when needed without having to override
Translation classes.
