To make it more consistent with the rest of the Admin panel,
the CRUD for budget groups and headings has been changed
from the old "all-in-one" form to a separate form for each resource.
Now, a page refresh isn't needed to see the
updated information because it is done via AJAX.
The spec has been updated to check that the
message is being correctly updated without the
refresh.
