be6390cc71 Allow to create an investment with documents
In the Management section when creating an investment we were not passing the
document attributes, so we were never able to associate documents.

Make the nested_documentable spec compatible with the Management section.

e2138145a5 Avoid management actions when no user is selected
Many management actions only make sense if a user has been selected
beforehand.

We updated :check_verified_user method to be able to check  actions that need to
have a user selected in order to avoid exceptions.

We need this control as :only_verified_user is not restrictive enough. The reason is
that the :managed_user method used in the :only_verified_user if it does not find a
user it does an initializce (find_or_initialize_by). This causes that when we have
"skip_verification" to true, it returns this non-persisted user as "verified".

These changes affect the actions of Account, Budgets and Proposals Controller
when no user is selected.

b3275b5894 Add login managed user only to the specs that need it
We prepare the file to be able to include specs
that do not need to have a logged-in user.

We also took the opportunity to not execute this
line in some specs where it was not necessary.

03d0ffd89e Sign in manager after setting up test data
We've got quite a messy hack to sign in managers: they need to visit a
specific URL (management root path).

That means tests signing in managers start the browser to sign them in,
which might cause issues if we setup the database after that.

92ddcb7aef Use JavaScript in system tests by default
JavaScript is used by about 98% of web users, so by testing without it
enabled, we're only testing that the application works for a very
reduced number of users.

We proceeded this way in the past because CONSUL started using Rails 4.2
and truncating the database between JavaScript tests with database
cleaner, which made these tests terribly slow.

When we upgraded to Rails 5.1 and introduced system tests, we started
using database transactions in JavaScript tests, making these tests much
faster. So now we can use JavaScript tests everywhere without critically
slowing down our test suite.

We were filling in textareas, so we were only testing how the
application behaves for about 1%-2% of our users.

7127b46d9f Use have_current_path instead of include
Using `have_current_path`, Capybara waits until the condition is true,
while using `include` the expectation is evaluated immediately and so
tests might fail when using a driver supporting JavaScript.

Besides, using `have_current_path` the error message is more readable
when the test fails.

02981324ab Move exception tests to controller specs
System tests are used to test the application from the user's point of
view. To test for specific exceptions, particularly regarding
authorization permissions, controller tests fit better.

Another option would be to test the page displayed shows a certain text,
like "Internal server error". I'm choosing controller tests because
they're faster and we're basically testing the same scenario many times
and we've already got a test checking what happens when users access a
page raising an exception.

ac6260a2ef Mock remote census responses in tests using XML
By using real XML responses developers will be able to understand better
how the integration works (the data flow), and the correspondency between
`remote_census` settings and their place at a real XML response.

As `stubbed_responses` methods were removed from the model layer now the
stubbing part should be managed from the test environment code so also
added a new helper module `RemoteCensusSetup` that can be used anywhere
where we need to call the web service.

dd7d6440ec Add and apply Capybara/VisibilityMatcher rule
This rule was added in rubocop-rspec 1.39.0. The `visible: false` option
is equivalent to `visible: :all`, but we generally use it meaning
`visible: :hidden` for positive expectations and `visible: :all` for
negative expectations.

The only exceptations are tests where we count the number of map icons
present. I'm assuming in this case we care about the number of map icons
independently on whether they are currently shown in the map, so I'm
keeping the `visible: :all` behavior in this case.

3e2d7fd707 Fix crash in management with successful proposals
The page was crashing because it was looking for the `supports` partial
under `management/proposals`, when the right path was `proposals/`.

9427f01442 Use system specs instead of feature specs
We get rid of database cleaner, and JavaScript tests are faster because
between tests we now rollback transactions instead of truncating the
database.
