We include test for image, table and h1 to h6 tags and additional tests to strengthen the allowed and disallowed parameters

* Add Table from markdown test in System and Factories

* Add test to render  tables for admin user

* Remove comment line about Redcarpet options

* Edit custom css for legislation draft table to make it responsive

76555495f6 Hide legislation proposals when blocking a user 
We're also updating the notice messages to specify all contents have
been hidden (not just debates).

f3df3f4fbc Remove people proposal model 
This model isn't used anywhere, since it was created as part of a
feature which couldn't be completed.

This commit reverts commit 46e5d6a9.

d218e09654 Use squiggly heredocs 
This is a feature which was introduced in Ruby 2.3, and makes it much
easier to write readable heredocs.

f426b25fe5 Remove unneeded factories 
These factories were only used in one place and they even declared ID
attributes. Using the comment factory with the `commentable` attribute
does the same thing.

fc1a89e966 Use dynamic attributes in factories 
Static attributes are deprecated since factory bot 4.11; we haven't
upgraded yet but now we're ready to do so:
