307cf24846 Use describe on feature tests 
The `type: :feature` is automatically detected by RSpec because these
tests are inside the `spec/features` folder. Using `feature` re-adds a
`type: :feature` to these files, which will result in a conflict when we
upgrade to Rails 5.1's system tests.

Because of this change, we also need to change `background` to `before`
or else these tests will fail.

87be6f302c Add default site customization pages 
From now on these static pages:

`/privacy'
`/conditions'
`/accesibility'
`/help/faq'
`/welcome'

have been moved to the DB and can be modified easily by any
administrator in `/admin/site_customization/pages'

6f96265a0b Bring back CKEditor images button 
It was accidentally deleted in commit 914bfa6.

Note the following spec passes on my machine if we add a `sleep 0.1`
call in the `:wait_readable` part of ruby's `Net::Protocol#rbuf_fill`.
Otherwise, it hangs forever after clicking the `.fileupload-file` div,
which closes its window. It might be solved when upgrading rails,
capybara, selenium or chromedriver.
