Fix text providing geozone info

The text wasn't gramatically correct in English, since it had
the verb before the subject.

Since I'm not a native English speaker, I'm not sure about the
correct way to mention the Census part. I'm using "residents
in" since it sounds OK to me, but I might be wrong.
