It's possible to create a newsletter or a proposed action with
<script> tags by filling in the body using a textarea instead of a
CKEditor. While we trust our administrators not to do so, it's better to
completely eliminate that possibility.

Too add "new" tag on dashbord menu when there are new resources.
- Display recommended_proposals on new section as goals with toogle.
- Divide recommended actions into actions done and actions pending to clarify the information to the user as summary_recomended_actions.
Resource cards show the request status:
* Green solved by administrator.
* Blue + button: Available
* Blue + help text: Requested
* Red: Locked
A tooltip has been added to the card to improve its readability.
