5d362ced1f Fix duplicate HTML IDs in comment forms
Since there were many on the page, the resulting HTML was invalid.

4627372a62 Use a <ul> tag for a list of comments
We were using a <ul> tag for a single comment, where the first element
of the list was the comment itself and the second element was the list
of replies.

IMHO it makes more sense to have a list of all comments, where every
element is a comment and inside it there's a list of replies.

We're also rendering the list even if it has no children so it's easier
to add comments through JavaScript. Then we use the :empty CSS selector
to hide the list if it's empty. However, since ERB adds whitespace if we
structure our code the usual way and current browsers don't recognize
elements with whitespace as empty, we have to use the `tag` helper so no
whitespace is added.

41b9d2ba01 Simplify code to show/collapse comment replies
Tests are also a bit easier to read, even though we need to use the
`text:` option to find links because otherwise the text in the hidden
`<span>` tags will cause `click_link` to miss the link we want to click.

3d0ce57f03 Destroy and intialize ckeditor on browser history back
When a page with ckeditor is restored from browser cache by using browser
history back feature application was trying to re-initialize it but this was
throwing some javascript errors that left ckeditor useless. The ckeditor user
interface seemed to be loaded correctly but editor contents was not shown
and ckeditor locked.

This solution is about destroying all ckeditor instances on page before
leaving it and force the reinitialization after Turbolinks restored the cache.
Inspiration here [1].

There is a similar patch to make it work with Turbolinks 5.x versions [2].

70a9fb7355 Do not call initialize_modules after every ajax call
We were calling initialize_modules after every ajax call only to apply the
application javascript to new elements added though ajax calls, this is not
always needed because some ajax calls do not add new elements to the user
interface so there is no new elements to initialize. This technique was working
fine in most cases but was causing different kind of problems at some pages where
some elements where being unnecessarily reinitiliazed causing the execution of the
element associated scripts as many times as the element was initialized. This fix
should relief a little bit of work to users browsers.

After this change we had to fix some pieces of javascript:

Regarding LegistationAnnotatable module, since we are not re-initializing Annotator
app we cannot destroy it so now we only need to insert the new annotation into annotator
interface to keep it properly updated.

Regarding Comments module, we do not need anymore the initialization check because this
code only will be fired once now we do not launch application initialization after ajax
calls. Also, when a new comment is created its added to the DOM through AJAX and include
some elements that needs javascript initialization to work. By using
"Delegated event handlers" [1] new comments will be initialized automatically when added.

a20622e2fa Allow remote translation tests to be run offline
The method `available_locales` in
`RemoteTranslations::Microsoft::AvailableLocales` needs to execute a
request to an external server in order to work, meaning it will fail if
the machine its executed on doesn't have an internet connection.

So we're stubbing the method in the tests using it.

e7fcca9b47 Check remote translations locales at runtime
We were evaluating its value when the server starts. On production
enviroments, that could mean weeks or months before the available
locales are checked again, and so it would be possible to use a list
which is no longer in sync with the list provided by microsoft.

5b97b20f96 Wait for CKEditor to load in specs
Some specs involving CKEditor were failing sometimes in the Rails 5.1
branch. The reason why these specs pass with Rails 5.0 but fail with
Rails 5.1 are unknown. On my machine the tests pass when precompiling
the assets, which makes me think it's related to the way Rails handles
them, but it might have nothing to do with it.

The only (apparently) 100% reliable solution I've found is to wait for
CKEditor to load before trying to fill it in. After running the tests on
my machine hundreds of time, I didn't get a single failure.

37361a6f3d Replace render :nothing with head :ok
Using `render :nothing` was deprecated, but we never noticed it because
we didn't have a test for the action using it. In Rails 5.1, it raises
an exception.

Using `head :ok` and adding a test for this scenario solves the issue.

6c0365d004 Fix moving CKEditor dialog in specs
CKEditor repositions the dialog to attach an image after showing it. If
its position changes right when Capybara is trying to click the "Upload"
link, the click does not work properly.

I haven't found a way to check the dialog has stopped moving, so I've
chosen to force its position to the top.

Without this change, this test failed a lot on my machine when using
Rails 5.1, both with an "iframe ckeditor" and an "inline ckeditor".
However, it didn't fail when using Rails 5.0.

e6c747c96c Only load seeds once while testing
Since we use transactions now for every test, we can seed the database
at the beginning, and then it will go back to this state before a test
is executed.

Running the test suite is now considerably faster. On my machine, we
save a quarter of second per system test, meaning we save several
minutes for the whole suite.

1c8a49615a Fix references to Capybara.app_host
We were manually setting `http://www.example.com`. However, Capybara now
uses `http://127.0.0.1`.

While we could change the code to use `127.0.0.1`, I think directly
using `Capybara.app_host` makes it easier to realize what the code is
doing. And, particularly, now it's clear the host has nothing to do with
our `Setting["url"]`, which by default points to `www.example.com` as
well.

9427f01442 Use system specs instead of feature specs
We get rid of database cleaner, and JavaScript tests are faster because
between tests we now rollback transactions instead of truncating the
database.

12774c7484 Replace attribute_changed? in after callbacks
This method is deprecated in Rails 5.1 because its behavior will be
different in `before` and `after` callbacks.

We're replacing the deprecated `attribute_changed?` and `attribute_was`
methods with `saved_change_to_attribute?` and
`attribute_before_last_save` during `after_save` callbacks.

1118c732f1 Bump acts-as-taggable-on to 6.0.0
Rails 5.1 introduced certain changes in the way a record is touched when
the counter cache option is enabled in a belongs to association.

We need to upgrade acts-as-taggable-on so it keeps changing the
`updated_at` attribute when a new tag is added to a record.

Note we now need to reload the records in some cases to get the
`context_tag_list` method to return what we expect. Methods like
`context_tags` however work properly with no need to reload the record.

7466148408 Deactivate ckeditor file uploads feature
This feature was not working so its better to disable it completely.

By removing attachment_files endpoints related buttons and tabs from ckeditor UI are not shown to users anymore.

1c471d2f98 Fix checking for nil in page content
We were getting a warning: "Checking for expected text of nil is
confusing and/or pointless since it will always match. Please specify a
string or regexp instead" because we were checking for values which were
set to `nil` in the tests.

95a90b1895 Simplify method to calculate document max size
Since we're only doing the convertion from bytes to megabytes in one
place, IMHO adding an extra method makes the code harder to read.

This way we don't have do include the DocumentsHelper in the specs
anymore, reducing the risk of possible method naming collisions.

2cd4696244 Don't include unneeded helpers in tests
Including them might lead to conflicts since two methods might have the
same name. For example, we're getting some exceptions when taking
screenshots of a failing test, because the method `image_path` from
`ActionView::Helpers::AssetUrlHelper` has the same name as a method used
to save the screenshot.

Besides, we were including all helpers in places were only the `dom_id`
method is used, and in other places where no helper methods were used at
all. So we can just invoke `ActionView::RecordIdentifier.dom_id`
directly.

4b043f2207 Order legislation process tags alphabetically
The method `tag_list_on` doesn't add an `ORDER_BY` clause to the SQL
query it generates, and so results may come in any order.

However, in the tests we were assuming the tags were ordered by ID in
descending order. Since that isn't always the case, the tests were
failing sometimes.

Ordering the tags alphabetically solves the problem. We could also use
the same order admins used when adding the tags:

```
@process.customs.order("taggings.created_at").pluck(:name).join(", ")
```

However, I'm not sure it improves the user experience, and it makes the
code more complicated.

2cdc6a1b1b Check CKEditor is filled properly in tests
It looks like sometimes, particularly when the first thing we do after
loading a page is filling the CKEditor fields and submitting the form,
CKEditor doesn't have enough time to format the text, and so it's sent
as plain text instead of HTML. This behaviour can be reproduced on my
local machine after upgrading to Rails 5.1, with the test "Admin Active
polls Add" failing 100% of the time.

Checking CKEditor has been filled in correctly solves the issue.

958d373247 Fix duplicate records in investments by tag
When an investment had been assigned a user tag and a valuation tag with
the same name, it appeared twice when filtering by tag.

This is because by design, in order to provide compatibility with scopes
using "select" or "distinct", the method `tagged_with` doesn't select
unique records.

Forcing the query to return unique records solves the issue.

fe20688d47 Update test of text with position:absolute
The following code:

```
<span class="show-for-sr">You're on page</span> 1
```

Will generate an element with `position: absolute`. When reading the
contents, it's not clear whether this element is supposed to be in the
 same paragraph or in a different one. Currently Capybara treats it as
if it were part of a different paragraph.

Since this could be the way screen readers read the text, I'm changing
the test to reflect this fact. We might change our minds in the future.

971571b54b Simplify testing followables flash messages
Checking the whole text is tricky because the text has a `<br>` tag, and
now Capybara doesn't normalize whitespace by default anymore.

Here are a couple more options we could use:

```
expect(page).to have_content strip_tags(message.gsub(/\s*<br>\s*/,"\n"))

expect(page).to have_content strip_tags(message), normalize_ws: true
```

But then developers would wonder why we're doing all this, and would
need an extra effort to fully understand the test.

Since the tests are only checking the presence of the flash message,
checking a relevant part of the test is enough, works with any version
of Capybara, and makes the test easy to follow.

3a15bed471 Use JavaScript driver in ballot sheet spec
With the rack driver, the `ballot_sheet.data` text was being converted
from newline characters to whitespace, while with the JavaScript driver
we get newline characters for `<br>` tags, as we expect.

25bc4f1103 Fix flaky unselecting an investment spec
In this spec, we were doing to request at the same time; one to unselect
an investment and another one to filter the investments. If the second
request finished before the first one, the test failed.

Adding an expectation to check the first request has finished before the
second one starts solves the problem.

2f500a6b56 Fix detect_remote_translations for Legislation::Proposal
Legislation::Proposal is not Globalize model but use CommentableActions and try
detect remote translations. Add new condition to discard Non Globalize models.
This fix is necessary since the following commit was included: c1f3a4ad.
