2bfdc421ae Allow updating the status of notifications
You can update the same "notifications" section that we allow you to
update in "my account".

This "subscriptions" section differs from the "my account" section
because we do not need to be logged in to update the status of the
notifications.

6d9e4a9330 Allow users to manage their notifications
The user can access this page without being logged in.
We identify the user through the "subscriptions_token" parameter and
show a list of the notifications that can be enable/disable.

We will return a 404 error in case someone accesses the page with a
non-existent token.

We also control the case that some anonymous user tries to access the
page without any token, by returning the CanCan::AccessDenied exception.

021fef07b6 Make action names to block and hide more clear
The `hide` action was calling the `block` method while the `soft_block`
action was calling the `hide` method.

Combined with the fact that we also have a `block` permission which is
used in `ModerateActions` the logic was hard to follow.

4c8dfb6695 Use just one action to hide users
Other than removing a redundant action, we're fixing two bugs when
blocking an author using the links in the public views:

* We were always redirecting to the debates index, even if we blocked
  the author of a proposal or an investment
* We weren't showing any kind of success message

2b709f1a36 Groups and headings CRUD from budget view
Before, users needed to navigate to the list of groups in order to
add, edit or delete a group.

Also, they need to navigate to the list of groups first, and then to
the list of headings for that group in order to add, edit or delete a
heading.

Now, it's possible to do all these actions for any group or heading
from the participatory budget view to bring simplicity and to reduce
the number of clicks from a user perspective.

46d8bc4f0e Use a switch to enable/disable budget phases
In the past it would have been confusing to add a way to directly
enable/disable a phase in the phases table because it was in the middle
of the form. So we would have had next to each other controls that don't
do anything until the form is sent and controls which modify the
database immediately. That's why we couldn't add the checkboxes we used
when using the wizard.

Now the phases aren't on the same page as the budget form, so we can
edit them independently. We're using a switch, so it's consistent with
the way we enable/disable features. We could have used checkboxes, but
with checkboxes, users expect they aren't changing anything until they
click on a button to send the form, so we'd have to add a button, and it
might be missed since we're going to add "buttons" for headings and
groups to this page which won't send a form but will be links.

Since we're changing the element with JavaScript after an AJAX call, we
need a way to find the button we're changing. The easiest way is adding
an ID attribute to all admin actions buttons/links.

930bb753c5 Use a rake task to delete cached attachments
Our previous system to delete cached attachments didn't work for
documents because the `custom_hash_data` is different for files created
from a file and files created from cached attachments.

When creating a document attachment, the name of the file is taken into
account to calculate the hash. Let's say the original file name is
"logo.pdf", and the generated hash is "123456". The cached attachment
will be "123456.pdf", so the generated hash using the cached attachment
will be something different, like "28af3". So the file that will be
removed will be "28af3.pdf", and not "123456.pdf", which will still be
present.

Furthermore, there are times where users choose a file and then they
close the browser or go to a different page. In those cases, we weren't
deleting the cached attachments either.

So we're adding a rake task to delete these files once a day. This way
we can simplify the logic we were using to destroy cached attachments.

Note there's related a bug in documents: when editing a record (for
example, a proposal), if the title of the document changes, its hash
changes, and so it will be impossible to generate a link to that
document. Changing the way this hash is generated is not an option
because it would break links to existing files. We'll try to fix it when
moving to Active Storage.

a851048d56 Allow users to remove their support on investments
Note we don't cast negative votes when users remove their support. That
way we provide compatibility for institutions who have implemented real
negative votes (in case there are / will be any), and we also keep the
database meaningful: it's not that users downvoted something; they
simply removed their upvote.

758cdaf8d7 Extract controllers to support investments
Since we're going to add an action to remove supports, having a separate
controller makes things easier.

Note there was a strange piece of code which assumed users were not
verified if they couldn't vote investments. Now the code is also
strange, since it assumes users are not verified if they can't create
votes. We might need to revisit these conditions if our logic changes in
the future.

bdd5361f6a Allow editing the budget in budget creation wizard
When users created a budget and made a typo, they could use the link to
go back to edit a budget. However, after doing so, they were out of the
budget creation process.

So we're now letting users go back to edit the budget, fix any mistakes
they might have made, and then continue to groups.

f110e65f80 Allow enabling/disabling phases in budgets wizard
So now there's no need to edit each phase individually to enable/disable
them.

We aren't doing the same thing in the form to edit a budget because we
aren't sure about possible usability issues. On one hand, in some tables
we automatically update records when we mark a checkbox, so users might
expect that. On the other hand, having a checkbox in the middle of a
form which updates the database automatically is counter-intuitive,
particularly when right below that table there are other checkboxes
which don't update the database until the form is submitted.

So, either way, chances are users would think they've updated the phases
(or kept them intact) while the opposite would be true.

In the form within the wizard to create a budget that problem isn't that
important because there aren't any other fields in the form and it's
pretty intuitive that what users do will have no effect until they press
the "Finish" button.

b304c640e1 Add groups step to budget creation
Note we're keeping this section's original design (which had one button
to add a new group which after being pressed was replaced by a button to
cancel) but we aren't using Foundation's `data-toggle` because there
were a couple of usability and accessibility issues.

First, using `data-toggle` multiple times and applying it to multiple
elements led to the "cancel" button not being available after submitting
a form with errors. Fixing it made the code more complicated.

Second, the "Add new group" button always had the `aria-expanded`
attribute set to "true", so my screen reader was announcing the button
as expanded even when it wasn't. I didn't manage to fix it using
`data-toggle`.

Finally, after pressing either the "Add new group" and "Cancel" buttons,
the keyboard focus was lost since the elements disappeared.

So we're simplifying the HTML and adding some custom JavaScript to be
able to handle the focus and manually setting the `aria-expanded`
attribute.

28caabecdf Refactor participatory budgets in draft mode
Previously the draft mode was a phase of the PB, but that had some
limitations.

Now the phase drafting disappears and therefore the PB can have the
status published or not published (in draft mode).

That will give more flexibility in order to navigate through the
different phases and see how it looks for administrators before
publishing the PB and everybody can see.

By default, the PB is always created in draft mode, so it gives you
the flexibility to adjust and modify anything before publishing it.

7aee4f6241 Add SDG phases cards management
These cards will be displayed in the SDG homepage.

Note there seems to be a strange behavior in cancancan. If we define
these rules:

can :manage, Widget::Card, page_type: "SDG::Phase"
can :manage, Widget::Card

The expected behavior is the first rule will always be ignored because
the second one overwrites it. However, when creating a new card with
`load_and_authorize_resource` will automatically add `page_type:
"SDG::Phase"`.

Similarly, if we do something like:

can :manage, Widget::Card, id: 3
can :manage, Widget::Card

Then the new card will have `3` as an ID.

Maybe upgrading cancancan solves the issue; we haven't tried it. For now
we're defining a different rule when creating widget cards.

So now we'll be able to add them to other sections.

We're also adding a `dependent: :destroy` relation to models having
cards since it doesn't make sense to have cards around when their page
has been destroyed.

4c0bb894eb Use polymorphic routes to manage cards
We use a different logic to load the card depending on the controller
we're using, and then share the rest of the code. This way we simplify
the code a bit, since we don't have to check for the page_id parameter.

910acff624 Add empty SDG goal show page
Note we're using the code instead of the ID to get the goal in the URL.
IMHO this is what most people would expect; visiting a URL with a "7"
takes you to SDG number 7, and not to the one with "7" as a database ID.

In order to avoid tests (either automated tests or manual tests) passing
by coincidence due to the goal ID and the goal code being the same, I'm
shuffling the codes before entering them in the databse.

I've tried using `resolve` in the routes so the code is automatically
taken into account, but it doesn't work since `resolve` cannot be used
inside a namespace, and here we're within the `sdg` namespace.

ed51c5dcd3 Add basic SDG Management content section
Note using `params[:relatable_type].classify` is recognized as a
security risk by some tools. However, it's a false positive, since we've
added constraints to the URL so that paramenter can only have the values
we trust.

65604a92c2 Add non-prefixed polymorphic admin routes
These routes are solved in a different way because of an inconsistency:
we define `groups` and `budget_investments`; we should either use the
`budget_` prefix in all places or remove it everywhere.

We can now share code using `polymorphic_path` even with these models.

ff93f5a591 Use "resolve" for polymorphic hierarchy paths
In the past, we couldn't use `polymorphic_path` in many places. For
instance, `polymorphic_path(budget, investment)` would return
`budget_budget_investment_path`, while in our routes we had defined
`budget_investment_path`.

With the `resolve` method, introduced in Rails 5.1, we can use symbols
to define we want it to use `investment` instead of `budget_investment`.
It also works with nested resources, so now we can write
`polymorphic_path(investment)`.

This makes the code for `resource_hierarchy_for` almost impossible to
understand. I reached this result after having a look at the internals
of the `resolve` method in order to get its results and then remove the
symbols we include.

Note using this method will not make admin routes compatible with
`polymorphic_path`. Quoting from the Rails documentation:

> This custom behavior only applies to simple polymorphic URLs where a
> single model instance is passed and not more complicated forms, e.g:
> [example showing admin routes won't work]

Also note that now the `admin_polymorphic_path` method will not work for
every model due to inconsistencies in our admin routes. For instance, we
define `groups` and `budget_investments`; we should either use the
`budget_` prefix in all places or remove it everywhere. Right now the
code only works for items with the prefix; it isn't a big deal because
we never call it with an item without the prefix.

Finally, for unknown reasons some routing tests fail if we use
`polymorphic_path`, so we need to redefine that method in those tests
and force the `only_path: true` option.

128a816464 Remove collaborative legislation summary
This feature wasn't properly tested nor reviewed, and after reviewing
several pull requests with a similar status and considering this pull
request is related to the public area of the web, we've decided to
remove it before releasing version 1.1.

This commit reverts commit 4f50e67a.

82b0a6a92d Remove new CSV report generation
The new CSV report was more configurable and could work on proposals,
processes and comments. However, it had several issues.

In the public area, by default it generated a blank file.

In the admin section, the report was hard to configure and it generated
a file with less quality than the old system.

So until we improve this system, we're bringing back the old investment
CSV exporter.

This commit reverts most of commit 9d1ca3bf.

The same way we do for milestones. We also make the code more consistent
since the view was already in a separate folder.
