From now on these static pages:
`/privacy'
`/conditions'
`/accesibility'
`/help/faq'
`/welcome'
have been moved to the DB and can be modified easily by any
administrator in `/admin/site_customization/pages'

Add translations for rails date order
...
Not doing so caused crashes on applications which don't fall back to
English when a translation is missing.
We're adding them in a separate file so we can exclude it from crowdin
and so translators don't translate symbols as if they were words which
need translation.

Fix submit button text for Admin Notifications admin form
...
In Madrid, the button text didn't change depending on whether the form
is for the "new" page or for the "edit" page.
In consul, the buttons texts were "create admin notification" and
"update admin notification" instead of "create notification" and "update
notification".
Also change translation key from "submit" to "submit_button" to
match other instances.

Add the index for moderating the notifications. The tranlations needed
have also been added, along with the JS to make it disappear at that moment.

Improve translation text and make it a default
...
There was some inconsistency in this file, the `confirm_group` key was
in both the custom translations file and the default translations file.
Remove duplication and make it a default as it is a clearer message for
users. If an installation want to edit this message they can still do
it in the custom translations file
