6da53b5716 Add unique index to poll voters table
Note that Rails 7.1 changes `find_or_create_by!` so it calls
`create_or_find_by!` when no record is found, meaning we'll rarely get
`RecordNotUnique` exceptions when using this method during a race
condition.

Adding this index means we need to remove the uniqueness validation.
According to the `create_or_find_by` documentation [1]:

> Columns with unique database constraints should not have uniqueness
> validations defined, otherwise create will fail due to validation
> errors and find_by will never be called.

We're adding a test that checks what happens when using
`create_or_find_by!`.

Note that we're creating voters combining `create_with` with
`find_or_create_by!`. Using `find_or_create_by!(...)` with all
attributes (including non-key ones like `origin`) fails when a voter
already exists with different values, e.g. an existing `origin: "web"`
and an incoming `"booth"`. In this situation the existing record is not
matched and the unique index raises an exception.

`create_with(...).find_or_create_by!(user: ..., poll: ...)` searches by
the unique key only and applies the extra attributes only on creation.
Existing voters are returned unchanged, which is the intended behavior.

For the `take_votes_from` method, we're handling a (highly unlikely, but
theoretically possible) scenario where a user votes at the same time as
taking voters from another user. For that, we're doing something similar
to what `create_or_find_by!` does: we're updating the `user_id` column
inside a new transaction (using a new transactions avoids a
`PG::InFailedSqlTransaction` exception when there are duplicate
records), and deleting the existing voter when we get a
`RecordNotUnique` exception.

On `Poll::WebVote` we're simply raising an exception when there's
already a user who's voted via booth, because the `Poll::WebVote#update`
method should never be called in this case.

We still need to use `with_lock` in `Poll::WebVote`, but not due to
duplicate voters (`find_or_create_by!` method will now handle the unique
record scenario, even in the case of simultaneous transactions), but
because we use a uniqueness validation in `Poll::Answer`; this
validation would cause an error in simultaneous transactions.

I don't think this feature it was ever used. It was introduced in commit
49dec6061 as part of a feature that was removed in commits 1cd47da9d and
c45a0bd8ac.

5dbe2cbf24 Support FeatureCollection and MultiPolygon in geozones
We're reworking the format validation to correctly interpret feature
collection, feature, and geometry, according to RFC 7946 [1].

Since Leaflet interprets GeoJSON format, we're rendering the GeoJSON as
a layer instead of as a set of points. For that, we're normalizing the
GeoJSON to make sure it contains either a Feature or a
FeatureCollection. We're also adding the Leaflet images to the assets
path so the markers used for point geometries are rendered correctly.

Note we no longer allow a GeoJSON containing a geometry but not a
defined type. Since there might be invalid GeoJSON in existing Consul
Democracy databases, we're normalizing these existing geometry objects
to be part of a feature object.

We're also wrapping the outline points in a FeatureCollection object
because most of the large GIS systems eg ArcGIS, QGIS export geojson as
a complete FeatureCollection.

38b38d1fcc Rename Poll::Question::Answer to Poll::Question::Option
Having a class named `Poll::Question::Answer` and another class named
`Poll::Answer` was so confusing that no developer working on the project
has ever been capable of remembering which is which for more than a few
seconds.

Furthermore, we're planning to add open answers to polls, and we might
add a reference from the `poll_answers` table to the
`poll_question_answers` table to property differentiate between open
answers and closed answers. Having yet another thing named answer would
be more than what our brains can handle (we know it because we did this
once in a prototype).

So we're renaming `Poll::Question::Answer` to `Poll::Question::Option`.
Hopefully that'll make it easier to remember. The name is also (more or
less) consistent with the `Legislation::QuestionOption` class, which is
similar.

We aren't changing the table or columns names for now in order to avoid
possible issues when upgrading (old code running with the new database
tables/columns after running the migrations but before deployment has
finished, for instance). We might do it in the future.

I've tried not to change the internationalization keys either so
existing translations would still be valid. However, since we have to
change the keys in `activerecord.yml` so methods like
`human_attribute_name` keep working, I'm also changing them in places
where similar keys were used (like `poll_question_answer` or
`poll/question/answer`).

Note that it isn't clear whether we should use `option` or
`question_option` in some cases. In order to keep things simple, we're
using `option` where we were using `answer` and `question_option` where
we were using `question_answer`.

Also note we're adding tests for the admin menu component, since at
first I forgot to change the `answers` reference there and all tests
passed.

de13e789dd Add polygon geographies to Budgets' map
Note that in the budgets wizard test we now create district with no
associated geozone, so the text "all city" will appear in the districts
table too, meaning we can't use `within "section", text: "All city" do`
anymore since it would result in an ambiguous match.

e1e16d21c3 Allow having tenants with different domains
Some institutions using CONSUL have expressed interest in this feature
since some of their tenants might already have their own domains.

We've considered many options for the user interface to select whether
we're using a subdomain or a domain, like having two separate fields,
using a check box, ... In the end we've chosen radio buttons because
they make it easier to follow a logical sequence: first you decide
whether you're introducing a domain or subdomain, and then you enter it.

We've also considered hiding this option and assuming "if it's got a
dot, it's a domain". However, this wouldn't work with nested subdomains
and it wouldn't work with domains which are simply machine names.

Note that a group of radio buttons (or check boxes) is difficult to
style when the text of the label might expand over more than one line
(as is the case here on small screens); in this case, most solutions
result in the second line of the label appearing immediately under the
radio button, instead of being aligned with the first line of the label.
That's why I've added a container for the input+label combination.

a71f4d87f8 Add an interface to manage tenants
Note we aren't allowing to delete a tenant because it would delete all
its data, so this action is a very dangerous one. We might need to add a
warning when creating a tenant, indicating the tenant cannot be
destroyed. We can also add an action to delete a tenant which forces the
admin to write the name of the tenant before deleting it and with a big
warning about the danger of this operation.

For now, we're letting administrators of the "main" (default) tenant to
create other tenants. However, we're only allowing to manage tenants
when the multitenancy configuration option is enabled. This way the
interface won't get in the way on single-tenant applications.

We've thought about creating a new role to manage tenants or a new URL
out of the admin area. We aren't doing so for simplicity purposes and
because we want to keep CONSUL working the same way it has for
single-tenant installations, but we might change it in the future.
There's also the fact that by default we create one user with a known
password, and if by default we create a new role and a new user to
handle tenants, the chances of people forgetting to change the password
of one of these users increases dramatically, particularly if they
aren't using multitenancy.

7bd1f15f37 Improve translation for the notification of comments
Currently the translation:
"Notify me by email when someone comments on my proposals or debates"
It only refers to proposals and debates, but actually it also refers to budget
investments, topics and polls.

3cd4f3827e Hide what users are following unless they allow it
It could be argued that seeing which proposals a user follows is a good
indicator of which proposals a user has supported, since we're
automatically creating follows for supported proposals since commit
74fbde09f. So now, we're extending the `public_interests` funcionality,
so it only shows elements users are following if they've enabled it.

This is an improvement over using the `public_activity` attribute in two
ways:

* The `public_interests` attribute is disabled by default, so by default
  other users won't be able to see what a user is following
* Who has created proposals/debates/investments/comments is public
  information, while who is following which elements is not; so enabling
  `public_activity` shouldn't imply potentially private information should
  be displayed as well

We've considered removing the `public_interests` attribute completely
and just hiding the "following" page for everyone except its owner, but
keeping it provides more compatibility with existing installations.

42c9645fb7 Improve label in dashboard actions link form
We were using a placeholder to indicate content which should be part of
a label.

It might be better to actually use "Link address" as a label instead of
"URL". I'm using "URL" because it's used in other places in the admin
section.

ab2b3a2671 Improve help messages in SDG selector
Hopefully now it's a bit more obvious that SDGs can be selected by
clicking on them and that the field to select goals and the field to
select targets/goals are related (since they're now part of the same
fieldset).

7aee4f6241 Add SDG phases cards management
These cards will be displayed in the SDG homepage.

Note there seems to be a strange behavior in cancancan. If we define
these rules:

can :manage, Widget::Card, page_type: "SDG::Phase"
can :manage, Widget::Card

The expected behavior is the first rule will always be ignored because
the second one overwrites it. However, when creating a new card with
`load_and_authorize_resource` will automatically add `page_type:
"SDG::Phase"`.

Similarly, if we do something like:

can :manage, Widget::Card, id: 3
can :manage, Widget::Card

Then the new card will have `3` as an ID.

Maybe upgrading cancancan solves the issue; we haven't tried it. For now
we're defining a different rule when creating widget cards.

Note using `params[:relatable_type].classify` is recognized as a
security risk by some tools. However, it's a false positive, since we've
added constraints to the URL so that paramenter can only have the values
we trust.

096f546c24 Make sure users only vote once in the same poll
When skipping verification, we cannot apply the validation rule saying
the document number and document type must be unique, because they'll be
`nil` in many cases. So we were skipping the rule, but that makes it
possible for the same user to vote several times (for instance, once in
a booth and once via web).

So we're changing the scope of the uniqueness rule: instead of being
unique per document number, voters are unique per user. The reason we
made them unique per document number was that back in commit 900563e3
(when we added the rule), we hadn't added the relation between users and
poll voters yet.

98e836ea83 Improve interface of change log table
The name of the changed field is translated, values are truncated so
descriptions with thousands of character would make this table huge and
impossible to read, dates are localized, and values like arrays and
booleans are displayed properly.

62c4d41af4 Remove unused budget attributes
Tags and help links can be edited, but aren't used anywhere. Since we
don't know what the intended behavior was, I'm removing them for now.

My best guess is tags were supposed to be used so investments for a
budget can only be assigned tags present in the budget. Achieving that
behavior wouldn't be a trivial task.

af7c37634d Remove poll votation types
Unfortunately this feature wasn't properly reviewed and tested, and it
had many bugs, some of them critical and hard to fix, like validations
being skipped in concurrent requests.

So we're removing it before releasing version 1.1. We might add it back
in the future if we manage to solve the critical issues.

This commit reverts commit 836f9ba7.

6fa67b5e53 Use active record translations for labels
This way we can simplify the way we generate form fields. In some cases,
we also use the human attribute in table headers, which IMHO makes
sense.

I haven't moved all of them: for example, sometimes a label is
different depending on whether it's shown to administrators, valuators,
or users. And I haven't touched the ones related to devise, since I
wasn't sure about possible side effects.

Note I've also removed placeholders when they had the same text as their
labels, since they weren't helpful. On the contrary, the added redundant
text to the form, potentially distracting users.
