6059aab674 Allow saving a position when create a widget card
We are ensuring that only position field is rendered only on
non-header cards.

Note that we have 3 sections that use widget cards:
- Homepage (cards and header cards)
- Custompages (only have cards)
- Sdg Homepage (cards and header cards)

2af1fc72f3 Prevent Unable to autoload constant error in tests
When running these tests, under certain conditions, we get a warning
followed by an error:

```
activesupport-6.1.7.7/lib/active_support/dependencies.rb:502:
warning: already initialized constant ActiveStorage::Representations
activesupport-6.1.7.7/lib/active_support/dependencies.rb:502:
warning: previous definition of Representations was here
Failure/Error: raise LoadError, "Unable to autoload constant
'#{qualified_name}', expected #{file_path} to define it"
LoadError: Unable to autoload constant
ActiveStorage::Representations::RedirectController, expected
activestorage-6.1.7.7/app/controllers/active_storage/representations/redirect_controller.rb
to define it
```

The error seems to take place when we request a page in a test that
loads two (or more) ActiveStorage images if ActiveStorage hasn't loaded
yet, although it's a flaky error and so the test doesn't always behave
like this.

We've tested that switching to zeitwerk solves the issue but, since we
aren't switching to zeitwerk in version 2.1.1 and we'd like this version
to run all tests correctly, for now we're changing the tests so they
don't load two records with images.

On of these tests ("Polls Index Polls can be listed") fails on my
machine when run individually. I haven't been able to consistently
reproduce the other ones.

0cec581ec0 Add and apply Capybara/RSpec/HaveSelector rule
This rule was added in rubocop-capybara 2.19.0. We were following it
about 85% of the time.

Now we won't have to check both have_css and have_selector when
searching the code.

a1439d0790 Apply Layout/LineLength rubocop rule
Note we're excluding a few files:

* Configuration files that weren't generated by us
* Migration files that weren't generated by us
* The Gemfile, since it includes an important comment that must be on
  the same line as the gem declaration
* The Budget::Stats class, since the heading statistics are a mess and
  having shorter lines would require a lot of refactoring

We're choosing the default `with_first_argument` style because it's the
one we use the most.

4f232c3a25 Use the file_fixture helper in tests
This way we don't have to write `"spec/fixtures/files"` every time.

Note this method isn't included in factories. We could include it like
so:

```
FactoryBot::SyntaxRunner.class_eval do
  include ActiveSupport::Testing::FileFixtures
  self.file_fixture_path = RSpec.configuration.file_fixture_path
end
```

However, I'm not sure about the possible side effects, and since we only
use attachments in a few factories, there isn't much gain in applying
the monkey-patch.

c3b3bd4502 Test attachments from the user's point of view
These tests were checking the URLs of documents and images pointed to
the URL generated by the `attachment.url` method. In order to do so, we
were running database queries after starting the process running the
browser, which is sometimes causing database inconsistencies when
running the tests.

So I'm simply removing the URL check. The tests are slightly less useful
now, but it isn't like they were 100% right in the first place. After
all, if the `attachment.url` method wasn't working properly, the tests
were still passing.

5311daadfe Use a button for non-GET table actions
Links acting like buttons have a few disadvantages.

First, screen readers will announce them as "links". Screen reader users
usually associate links with "things that get you somewhere" and buttons
with "things that perform an action". So when something like "Delete,
link" is announced, they'll probably think this is a link which will
take them to another page where they can delete a record.

Furthermore, the URL of the link for the "destroy" action might be the
same as the URL for the "show" action (only one is accessed with a
DELETE request and the other one with a GET request). That means screen
readers could announce the link like "Delete, visited link", which is
very confusing.

They also won't work when opening links in a new tab, since opening
links in a new tab always results in a GET request to the URL the link
points to.

Finally, submit buttons work without JavaScript enabled, so they'll work
even if the JavaScript in the page hasn't loaded (for whatever reason).

For all these reasons (and probably many more), using a button to send
forms is IMHO superior to using links.

There's one disadvantage, though. Using `button_to` we create a <form>
tag, which means we'll generate invalid HTML if the table is inside
another form. If we run into this issue, we need to use `button_tag`
with a `form` attribute and then generate a form somewhere else inside
the HTML (with `content_for`).

Note we're using `button_to` with a block so it generates a <button>
tag. Using it in a different way the text would result in an <input />
tag, and input elements can't have pseudocontent added via CSS.

The following code could be a starting point to use the `button_tag`
with a `form` attribute. One advantage of this approach is screen
readers wouldn't announce "leaving form" while navigating through these
buttons. However, it doesn't work in Internet Explorer.

```
ERB:
<% content_for(:hidden_content, form_tag(path, form_options) {}) %>
<%= button_tag text, button_options %>
Ruby:
def form_id
  path.gsub("/", "_")
end
def form_options
  { id: form_id, method: options[:method] }
end
def button_options
  html_options.except(:method).merge(form: form_id)
end
Layout:
<%= content_for :hidden_content %> # Right before the `</body>`
```

cc6f9391fc Fix attaching files using the keyboard
We were hiding the file input and styling the label as a button instead.
Since clicking on a label has the same effect as clicking on the input,
the input worked properly for mouse and touch screen users.

However, hiding the input makes it inaccessible for keyboard users,
since labels don't get keyboard focus, but inputs do.

So we must not hide the input but make it invisible instead. But we
still need to hide the input (alongside the label) after a file has been
attached.

We could add some extra JavaScript to hide the input when we hide the
label. Since the JavaScript is already quite complex and my first few
attempts at changing it failed, I've opted to assume that the input (and
its label) must be hidden whenever there's already a file name, and
implement that rule with CSS.

Note we're using the `:focus-within` pseudoclass to style a label when
focus is on the input. This rule (at the time of writing) is only
supported by 93.5% of the browsers. Keyboard users without a screen
reader and using the other 6.5% of the browsers will still be able to
focus on the field but might not notice the field has received focus.
Since the percentage of affected users will decrease over time and until
now 100% of keyboard users were completely unable to focus on these
fields, for now we think this is a good-enough solution.

1d47a5c079 Add link_url validation for cards when are not header cards
Currently it is not necessary to include the link_url field.

When we display these cards without link_url, they create an empty link that
redirects to the same page. I understand that this is not a desired behavior, so I
think it is better to add a validation in this case and force administrators to add a
link_url when creating a card.

405c6e6d14 Test data introduced from the user's point of view
Users don't care about database content; they care about what they see
on the screen.

Writing tests this way we also avoid potencial database inconsistencies
due to accessing the database after starting the browser.

5f6c9852c7 Check table rows content instead of database
Checking the database with methods like Activity.last does not test that
the record is present where it should be (first record of the table in
this case). In these tests there's only one record, though, so the order
doesn't matter that match.

However, calling methods like Activity.last generates a database query
after the process running the browser has been started, and this might
lead to inconsistent data.

92ddcb7aef Use JavaScript in system tests by default
JavaScript is used by about 98% of web users, so by testing without it
enabled, we're only testing that the application works for a very
reduced number of users.

We proceeded this way in the past because CONSUL started using Rails 4.2
and truncating the database between JavaScript tests with database
cleaner, which made these tests terribly slow.

When we upgraded to Rails 5.1 and introduced system tests, we started
using database transactions in JavaScript tests, making these tests much
faster. So now we can use JavaScript tests everywhere without critically
slowing down our test suite.

9cfcbf2f3b Use visible texts in tests
Content like lowercase letters with `text-transform: uppercase` or
spaces after elements with `display: block` or "You're on page:" are not
seen that way by users with a browser supporting CSS.

So we're testing what most users actually experience.

ee29ca43a5 Make widget cards polymorphic
So now we'll be able to add them to other sections.

We're also adding a `dependent: :destroy` relation to models having
cards since it doesn't make sense to have cards around when their page
has been destroyed.

4c0bb894eb Use polymorphic routes to manage cards
We use a different logic to load the card depending on the controller
we're using, and then share the rest of the code. This way we simplify
the code a bit, since we don't have to check for the page_id parameter.

c1c84507b8 Make card title mandatory
We didn't add any validation rules to the card model. At the very least,
the title should be mandatory.

The fact that the label field is marked as optional in the form but the
other fields are not probably means description and link should be
mandatory as well. However, since there might be institutions using
cards with descriptions but no link or cards with links but no
description, so we're keeping these fields optional for compatibility
reasons. We might change our minds in the future, though.
