1135441cbd Simplify getting I18nContent translations 
This code might be slightly slower because it performs one query per
field in the form, but I didn't notice any differences on my development
machine, and the code is now much easier to understand.

c4c0301f3f Simplify stats images styles 
This way we don't need to manually define the width we think the image
we insert in the `::before` pseudoclass is going to take.

f284d5c09e Remove record_tag_helper 
It was only used in one place, and could easily be replaced.

Note we usually use HTML classes like `map-location` instead of
`map_location`, but I've kept the underscore for compatibility with the
previous version.

7e422f2187 Fix bug management print voted investments 
If budget is in balloting phase and there are voted investments, it
was not possible to print budgets investments because the ballot was
never being loaded in the controller and therefore an error was raised
when rendering the view.

Failure/Error: <% if ballot.has_investment?(investment) %>

a1de5b2334 Display tag "new" on actions 
An author will see a "new" tag on each action or resource that has appeared on his dashboard since his last login.
Too add "new" tag on dashbord menu when there are new resources.
