1f76b25e2a Show name and email for deleted poll officer's user account 
Avoid to raise an exception `Module::DelegationError' when trying to
show the name and/or email of a poll officer whose user account has
been deleted.
We'll show a message "User deleted" and "Email deleted" instead.

b68a872298 Change links for proposals lists 
Changed applied:

- Remove Archived proposals from tab and add a link under Proposals
  lists
- Remove Popular proposals link from custom section and add it to the
  Proposals lists
- Remove Retired proposals link from custom section and add it to the
  Proposals lists
- Remove Selected proposals link from custom section and add it to the
  Proposals lists

eba30d1585 Use "Fully blank" instead of "white votes" 
We were mistranslating the Spanish word "blanco", which can mean "blank"
or "white".

We've also decided to use "fully blank" because polls may have many
questions, and only votes leaving everything blank count as blank votes.

a1de5b2334 Display tag "new" on actions 
An author will see a "new" tag on each action or resource that has appeared on his dashboard since his last login.
Too add "new" tag on dashbord menu when there are new resources.

87be6f302c Add default site customization pages 
From now on these static pages:

`/privacy'
`/conditions'
`/accesibility'
`/help/faq'
`/welcome'

have been moved to the DB and can be modified easily by any
administrator in `/admin/site_customization/pages'
