6268ae9274 Add and apply RSpec/BeNil rubocop rule
This rule was added in rubocop-rspec 2.9.0.

We were using `be_nil` 50% of the time, and `be nil` the rest of the
time. No strong preference for either one, but IMHO we don't lose
anything be being consistent.

97aca0cf95 Add and apply rules for multi-line arrays
We were already applying these rules in most cases.

Note we aren't enabling the `MultilineArrayLineBreaks` rule because
we've got places with many elements whire it isn't clear whether
having one element per line would make the code more readable.

8eea6f585a Remove hack to allow IO files in Active Storage
We were using this hack in order to allow `File.new` attachments in
tests files. However, we can use the `fixture_file_upload` helper
instead.

Just like it happened with `file_fixture`, this helper method doesn't
work in fixtures, so in this case we're using `Rack::Test::UploadedFile`
instead.

4f232c3a25 Use the file_fixture helper in tests
This way we don't have to write `"spec/fixtures/files"` every time.

Note this method isn't included in factories. We could include it like
so:

```
FactoryBot::SyntaxRunner.class_eval do
  include ActiveSupport::Testing::FileFixtures
  self.file_fixture_path = RSpec.configuration.file_fixture_path
end
```

However, I'm not sure about the possible side effects, and since we only
use attachments in a few factories, there isn't much gain in applying
the monkey-patch.

4865cbeb59 Add and apply RSpec/ContextMethod rubocop rule
This rule is available since rubocop-rspec 1.36.0. We were already
applying it in most cases.

a150f2161e Validate inclusion of document type in allowed document types
* Add custom message for inclusion validation to include the allowed values.
* Force user to choose document_type from select lik the one shown at verification form.
* Convert stored document_type to a human readable text

db97f9d08c Add and apply rubocop rules for empty lines
We were very inconsistent regarding these rules.

Personally I prefer no empty lines around blocks, clases, etc... as
recommended by the Ruby style guide [1], and they're the default values
in rubocop, so those are the settings I'm applying.

The exception is the `private` access modifier, since we were leaving
empty lines around it most of the time. That's the default rubocop rule
as well. Personally I don't have a strong preference about this one.

431074c99f Add save! method to ActiveModel models
This way we make it clear we expect records to be valid when we save
them, just like we do with ActiveRecord models.

615bfadca8 Add local_census_records importation model
This model without database allow us to validate incoming file extension and
headers and also does the following during importation process:

* Ignore empty rows
* Classifiy rows in two groups: created_records, invalid_records
